Besides the fluctuating rice prices, Japan is considering the possibility of expanding rice imports from the US under the existing "minimum access" system. This is considered a key issue in bilateral tariff negotiations between the two countries. Currently, Japan imports approximately 770,000 tons of duty-free rice annually, with over 340,000 tons coming from the US under this program in the last fiscal year.
The Japanese government is considering increasing imports of U.S. rice within current limits to minimize the impact on domestic farmers. Some have also suggested establishing a separate quota for U.S. rice, similar to agreements under the Trans-Pacific Partnership (TPP). Additionally, expanding imports of other agricultural products such as soybeans and corn is also being considered.
The Japanese government is expected to take the necessary preparatory steps for the next round of negotiations aimed at advancing agricultural trade with the United States.
