The event was organized by Dai Doan Ket Newspaper in coordination with relevant units to discuss, discuss solutions, and remove obstacles in the management and operation of apartment buildings in Ho Chi Minh City.
According to the Ho Chi Minh City Department of Construction, by June 2025, the city had 413 apartment buildings that had handed over the maintenance fund to the management board, but there were still 163 apartment buildings that had not. This was the main reason for the prolonged litigation. In addition, many projects still had disputes over common and private areas, delays in issuing certificates of house ownership (pink books), along with issues regarding the quality of operational services, directly affecting the lives of thousands of households.
The program includes two main discussion sessions. The first session focuses on analyzing the current status of disputes and their impact on residents' and society's rights. The second session discusses in depth prominent issues such as the 2% maintenance fund, management and operation fees, parking, common and private ownership, disputes between the old and new management boards, as well as the management of short-term rental activities in apartment buildings according to Decision 26 of the Ho Chi Minh City People's Committee.
During the open discussion, many residents directly raised their concerns, from the slow handover of the maintenance fund, the lack of pink books, to the request for transparency in revenue and expenditure of the management board. Legal experts, authorities and associations discussed, answered and suggested many very specific solutions for each problem.
From the perspective of an operations management enterprise, Ms. Bui Thi Minh Ngoc, Director of Operations Management Division of Nam Long Group, shared: “In my opinion, financial transparency and establishing a regular dialogue channel with residents are key factors. When we have trust, conflicts will be significantly reduced.”
At the seminar, Mr. Le Hoang Chau, Chairman of the Ho Chi Minh City Real Estate Association (HoREA), commented that apartment disputes are not simply economic conflicts between residents and investors, but also affect social stability, as well as people's trust in the real estate market and urban management policies.
Mr. Ha Hai, Vice Chairman of the Ho Chi Minh City Bar Association, said: “Circular 05/2024/TT-BXD (effective from August 2024) has added many important regulations, clarifying the responsibilities of investors, management boards and apartment building operators. However, the legal framework still needs to be further improved, and must be accompanied by strong enough sanctions to thoroughly handle the situation of delayed handover of maintenance funds, as well as violations in the implementation of the obligation to issue pink books to residents.”
The representative of the Organizing Committee emphasized that the goal of the discussion is not only to resolve conflicts but more importantly to discuss and find solutions to harmonize the interests of both sides, ensure the rights of residents, and at the same time contribute to building trust in the real estate market and transparency in urban management.
