Solutions for developing female cadres

Ethnic minority women in Muong Ang district participate in training to improve their skills, expertise, and professional qualifications.

Motivation from policy

Ms. Quang Thi Nguyet (of the Khmu ethnic group), a member of the National Assembly's Ethnic Council and a National Assembly representative from Dien Bien province in the 15th term, shared: "I see that the Party and the State pay great attention to ethnic minorities. My own development to where I am today is thanks to the policies and priorities in training, nurturing, and assigning female ethnic minority cadres to meet the requirements of the new situation."

According to statistics, there are currently dozens of draft laws and over 30 policies concerning ethnic minorities and mountainous regions being implemented, focusing on several projects and three national target programs. Ensuring adequate economic, cultural, and social conditions is a key factor in enabling ethnic minority women to benefit from many positive outcomes, gain more opportunities for self-development, participate in social work and politics , and move towards gender equality and social progress.

Project 8, “Implementing Gender Equality and Addressing Urgent Issues for Women and Children,” under the National Target Program for Socio -Economic Development of Ethnic Minority and Mountainous Regions, 2021-2030, Phase I (2021-2025), demonstrates a special focus on women and gender equality. It emphasizes “supporting women’s participation in leadership within the political system” with activities aimed at “Enhancing the capacity of ethnic minority women cadres to participate in leadership positions within the political system.”

Ms. Do Thi Thu Thuy, Chairwoman of the Provincial Women's Union and Head of Project 8's Steering Committee, stated: As of the first half of 2023, Project 8 had been implemented in Dien Bien province in 92 communes and 954 particularly disadvantaged villages and hamlets. Through this project, Dien Bien has trained and capacity-building 80 female ethnic minority officials participating in political system work (including female officials in the planning stage, newly appointed female officials, and newly elected female officials).

The Provincial Women's Union, in carrying out its functions and duties, has always paid attention to, cared for, and protected the legitimate rights and interests of its members, especially ethnic minority members in difficult and border areas. The Union continues to effectively implement many programs and projects such as "Supporting women's entrepreneurship in the period 2017 - 2025", "Accompanying women in border areas"...

Besides specific policies for ethnic minority areas, the Central Government has issued many guidelines, resolutions, regulations, and instructions on the work of ethnic minority cadres, female cadres, and female ethnic minority cadres. In the implementation process, Dien Bien province has closely followed many directives from the Central Government. Resolutions of the 14th Provincial Party Congress, term 2020-2025; Resolution on the development of human resources in Dien Bien province until 2025, with orientation to 2030… all demonstrate concern for the work of ethnic minority cadres, including female ethnic minority cadres.

National Assembly Deputy Quàng Thị Nguyệt (of the Khơ Mú ethnic group) contributed her opinions to the draft Law on Citizen Identification (amended) at the 5th session of the 15th National Assembly.

Synchronized solution

The program "Strengthening the Equal Participation of Women in Leadership and Management Positions at Policy-Making Levels in the Period 2021-2030," issued under Decision 2282/QD-TTg dated December 31, 2020, by the Prime Minister, sets the following targets: 60% of state management agencies and local governments at all levels will have key female leaders by 2025 and 75% by 2030; the percentage of female officials in the planning for management and leadership positions at all levels will reach at least 40% by 2025 and 50% by 2030; and the percentage of female officials in the planning for management and leadership positions at all levels receiving training and capacity building will reach 75% by 2025 and 90% by 2030.

In practice, the proportion of ethnic minority women in politics in most border and difficult areas of Dien Bien still falls short of the target. Building a team of ethnic minority women, especially capable women in border and difficult areas, cannot be achieved overnight. It is the result of a process and the implementation of many synchronized and scientific solutions. It requires forecasting, planning, a roadmap, strong attention and guidance from Party committees at all levels, the involvement of the entire political system, and the efforts and endeavors of the women themselves to build a team of ethnic minority women who meet the requirements of the current period.

Party committees, party organizations, and government agencies at all levels in Dien Bien need to continue to promote the dissemination and popularization of the Party and State's policies and guidelines on female cadres, ethnic minority female cadres, and gender equality. Cadre work must always be identified as a central task, "the key of keys," and the key to Party building work in order to understand and implement it correctly.

Discussing personnel work, Mr. Cao Dang Hanh, Deputy Head of the Standing Committee of the Provincial Party Committee's Organization Department, affirmed: "To effectively carry out personnel work in general, and the work related to female cadres, especially female cadres from ethnic minorities, it is necessary to continue to closely follow the directives of the Central Government and the province. During implementation, focus on training and nurturing them to be included in the planning process, creating a pool of cadres, and paying attention to developing female cadres from ethnic minorities to gradually ensure the structure, quantity, and improve the quality of female ethnic minority cadres in leadership and management positions at all levels as prescribed."

In implementing the Government's plan on "Developing a team of ethnic minority cadres, civil servants, and public employees in the new era in Dien Bien province," in 2023, the Department of Internal Affairs developed a plan to train and educate 7,119 ethnic minority cadres, civil servants, and public employees throughout the province. The Department has requested the Central Government to develop a synchronized mechanism for the recruitment, training, education, planning, rotation, and appointment of ethnic minority cadres, civil servants, and public employees.

The work related to female cadres from ethnic minority groups needs to maximize their potential, creativity, and ability to contribute. Cadre placement should be aligned with their abilities and strengths, prioritizing the development of local female cadres from ethnic minority groups. Cadres and Party members from ethnic minority groups in the locality, with their advantage of understanding the customs, traditions, and language of their ethnic groups, when trained and educated in political theory, professional skills, and state management, become political nuclei and core figures in disseminating the Party's guidelines and policies, the State's laws and regulations, and programs and projects on socio-economic development in ethnic minority areas to the people.

To improve the quality of cadres in general, and ethnic minority cadres and female ethnic minority cadres in particular, Mr. Cao Dang Hanh also added: Besides training and development, it is necessary to strengthen the management of ethnic minority cadres; conduct annual evaluations and classifications in accordance with regulations to promote strengths and minimize weaknesses and shortcomings.

National Assembly representative Quàng Thị Nguyệt (Khơ Mú ethnic group, Mường Mươn commune, Mường Chà district) also stated: Female ethnic minority officials themselves need to clearly understand their roles and responsibilities, constantly strive to learn, train, and overcome difficulties to fulfill their assigned duties well, affirm their position, and make positive contributions to the construction and protection of their villages and homeland.

Despite numerous challenges, the work related to female ethnic minority cadres in Dien Bien has achieved significant results. This demonstrates the correctness of the Party's guidelines and the attention of Party committees and authorities at all levels in Dien Bien. Continuing to effectively implement cadre work in general, and the work related to female ethnic minority cadres in particular, will contribute to building a strong state apparatus, creating a combined strength of national unity, and building Dien Bien into an increasingly civilized, prosperous, and beautiful place. This will, in turn, help consolidate the trust of ethnic minorities in the Party and the State during the period of accelerated industrialization and modernization of the country.
