On September 3rd, Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 1891/QD-TTg of the Prime Minister approving the plan to reduce and simplify administrative procedures related to production and business activities within the scope of the Ministry of Public Security 's management functions in 2025.
Accordingly, the Prime Minister has approved the reduction and simplification of administrative procedures related to production and business activities in three areas: electronic identification and authentication; immigration management; and ensuring traffic safety and order.
Reduce the time required to issue Certificates of Eligibility for Electronic Authentication Services.
Specifically, for the procedure of issuing a Certificate of Eligibility to conduct electronic authentication services, the processing time has been reduced from 46 days to 31 days. The procedure for amending a Certificate of Eligibility to conduct electronic authentication services has been reduced from 40 days to 27 days. The procedure for reissuing a Certificate of Eligibility to conduct electronic authentication services has been reduced from 3 days to 2 days.
Reduce the time for issuing, reissuing, and exchanging driver's licenses.
The Prime Minister also approved reducing the processing time for driver's license issuance from 7 working days to 4.5 working days (a reduction of 2.5 working days); reducing the processing time for driver's license renewal from 5 working days to 3.5 working days (a reduction of 1.5 working days); and reducing the processing time for driver's license reissuance from 5 working days to 3.5 working days (a reduction of 1.5 working days).
At the same time, the Prime Minister also decided to abolish the procedure for reissuing driving test licenses for Type 1, Type 2, and Type 3 driving test centers in cases where the license is damaged, lost, or the name of the test center changes. This is because if the paper driving test license is damaged or lost, an electronic version will be used; and if the name of the test center changes, the adjustment will be done electronically.

According to the plan to simplify administrative procedures, the following procedures will be added: online registration of vehicles for the first time for domestically manufactured and imported vehicles; changing and reissuing vehicle registration certificates and license plates through partially or directly online public services;... The regulations will be supplemented to include the integration of vehicle registration results into the individual's VNelD system and a 30% reduction in vehicle registration fees compared to the fees currently applied in provinces and centrally-governed cities.
At the same time, the Prime Minister approved a 30% reduction in vehicle registration fees and charges compared to the rates currently applied in provinces and centrally-administered cities when performing the following procedures: temporary vehicle registration carried out through full online public services; temporary vehicle registration carried out through partial online public services or in person.
Pilot program for transferring vehicle ownership via the Public Service Portal.
Regarding the procedures for issuing vehicle registration certificates and license plates in cases of changes in vehicle ownership (transfer of vehicle registration), the simplification includes: piloting the implementation of electronic ownership transfer transactions for vehicle registration on the Public Service Portal; and implementing this in localities with complete marriage data.
Replacing notarized and authenticated vehicle sales contracts with electronic data transferring vehicle ownership on the Public Service Portal aims to save costs and time for citizens.
The regulations have been amended to include the integration of vehicle registration results into the VNelD system for individuals, and to reduce vehicle registration fees by 30% compared to the fees currently applied in provinces and centrally-governed cities.
