Implementing a sustainable poverty reduction program, Ky Xuan commune has identified the development of traditional crafts as one of its key directions. By leveraging existing advantages, the commune has created conditions for people to have stable jobs, increase their income, and gradually rise out of poverty.

The craft of making Voi-style rice cakes has helped Mrs. Tu and her husband raise their children, provide them with education, and secure stable employment.
In Nam Tien village, Mrs. Bui Thi Tu's family has maintained the tradition of making Voi-style rice cakes for nearly 40 years. In her small kitchen, she prepares ingredients and wraps cakes every day to deliver to markets in the area.
“Voi cake is made from simple, readily available ingredients like mung beans, pork, fried shallots, white sticky rice... and wrapped in wild banana leaves. Every day I wrap about 100 cakes, supplying them to markets in the area. This job is hard work, but thanks to it, my husband and I have been able to raise five children, providing them with education and stable jobs,” Mrs. Tu shared.
The art of making cakes in Ky Xuan not only provides people with additional income but also preserves the unique culinary characteristics of the locality. Many households in the commune have learned the craft from previous generations, continuing to maintain and develop it to meet market demand, especially during holidays and festivals.


Mr. Cao Dinh Hao's family has maintained the tradition of making rice noodles and pho noodles for over 30 years.
In Phuong Giai village, the production of rice noodles and pho noodles has been maintained steadily for decades. Mr. Cao Dinh Hao's family was one of the first households to invest in modern machinery, replacing the previous manual methods.
Mr. Hao said: “Previously, we did it manually, which resulted in low productivity and hard work. Since we got the flour milling and noodle pressing machines, the work is easier, and the products are more consistent and cleaner. Every day we sell 3-4 quintals of rice noodles and pho noodles, and during peak holidays, it can reach 1 ton per day. The facility supplies rice noodles and pho noodles to restaurants and markets in the commune and surrounding areas. Monthly revenue is about 120 million VND, with a profit margin of about 40%. Thanks to this, my family has been able to build a house and provide for our children's education.”
In Phuong Giai village, there are currently about 15 households engaged in the production of vermicelli, rice noodles, and rice paper. These businesses operate year-round, providing stable employment for dozens of local workers. This is considered one of the effective economic development strategies for the people of Ky Xuan in recent years.

Phu Khuong fish sauce has become a well-known brand both within and outside the province.
Along with noodle and cake making, the traditional fish sauce processing craft is also maintained and expanded by the people of Ky Xuan.
In Xuan Phu village, Phu Khuong fish sauce has become a source of pride for the local people. The distinctive aroma and rich, savory taste of the product are the result of a meticulous fermentation process, strictly adhering to traditional methods.
Ms. Nguyen Thi Khuong, Director of Phu Khuong Seafood Purchasing and Processing Cooperative, said: “Previously, we produced based on the experience of our ancestors, on a small scale, so the output was insignificant. When we established the cooperative, we focused on investing in fermentation tanks, bottling and packaging systems, and registering product trademarks to facilitate sales. In addition, the cooperative received support in brand recognition and promotion through logo design, product labels, and participation in product exhibitions... Thanks to these efforts, Phu Khuong fish sauce is increasingly trusted by customers and consumed not only within the province but also nationwide. Notably, Phu Khuong fish sauce has been recognized as a 4-star OCOP product of the province since 2021.”

The traditional fish sauce making industry has helped many people in Ky Xuan commune to become wealthy.
Previously, the facility operated on a small scale, purchasing approximately 20 tons of fish annually. Since the establishment of the cooperative (in 2015), production has increased rapidly, and product quality has become increasingly stable. Currently, the cooperative purchases over 500 tons of fish per year, produces approximately 400,000 liters of fish sauce, and provides regular employment for 15 workers along with more than 20 seasonal workers.
According to Ms. Nguyen Thi Khuong, preserving traditional crafts is not only a way to make a living but also plays an important role in the local goal of sustainable poverty reduction.
Ms. Khuong shared: “Thanks to the development of fish sauce production, many households in the commune have stable jobs, decent incomes, and significantly improved living standards. We hope that Phu Khuong fish sauce will not only be a familiar condiment in meals but also become a distinctive brand of the Ha Tinh coastal region. In the future, the cooperative will continue to improve product quality and expand the market to create more livelihoods for the people, contributing to the sustainable development of the local economy.”
According to statistics, Ky Xuan commune currently has 23 production facilities in the fields of food processing, baking, noodle making, fish sauce production, etc. These facilities provide stable employment for hundreds of workers, making a significant contribution to poverty reduction and the transformation of the rural economic structure.
As a result, the local poverty rate has now decreased to just over 3.4%. The average per capita income has reached over 54 million VND/year. Many previously disadvantaged households now have stable jobs, have built spacious houses, and enjoy a comfortable life...
The locality has many long-standing traditional crafts, therefore, we have identified this as a sustainable economic development direction suitable to the commune's conditions. In the future, the commune will continue to encourage people to maintain and develop traditional crafts, while focusing on building brands, ensuring food safety and hygiene, and aiming for development along the value chain.
