The Department of Domestic Market Management and Development under the Ministry of Industry and Trade has recently issued Official Letter No. 1525/TTTN-NV to the Departments of Industry and Trade of provinces and cities regarding the monitoring and inspection of the implementation of E10 bioethanol.
According to the official document, from now until May 31st, the Departments of Industry and Trade of provinces and cities are responsible for disseminating information and raising awareness among petroleum businesses about the roadmap for transitioning to E10 gasoline; and at the same time, widely publicizing the safety and benefits of E10 bio-gasoline to create consumer consensus.
Local authorities are also required to remind and closely monitor gasoline retail outlets to promptly complete the technical infrastructure, tanks, and pumps to switch to selling E10 bioethanol fuel according to the prescribed schedule.
The Department of Domestic Market Management and Development requests that the Departments of Industry and Trade in provinces and cities instruct gasoline retailers to strictly implement the conversion to E10 bioethanol fuel from June 1st, ensuring there are no delays or disruptions in supply.
From June 1st, local Departments of Industry and Trade will direct market management forces to coordinate with other functional forces to strengthen supervision and inspection of retail gasoline stations in their areas.
In particular, authorities will resolutely handle violations such as selling gasoline of the wrong type according to the schedule; hoarding to create supply shortages; arbitrarily stopping sales without justifiable reasons; ambiguity in price and type listing at fuel pumps; arbitrarily increasing prices unreasonably, and other violations of the law.
The Department of Domestic Market Management and Development also requires market management forces at all levels and officials in charge of the area to be held responsible if retail gasoline stations fail to comply with the conversion roadmap; if serious violations or hotspots of fraud occur, causing instability in the gasoline market, but are not promptly detected and handled.
