Reduce the processing time for visa exemption certificates.

Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 2109/QD-TTg dated September 21, 2025, approving the plan to reduce and simplify administrative procedures related to production and business activities under the management of the Ministry of Foreign Affairs in 2025.

Specifically, the Prime Minister approved the reduction and simplification of administrative procedures related to production and business activities in 7 areas: Journalism; incentives and exemptions; international conferences and seminars; activities of research organizations and bilateral cooperation; visa exemption; immigration; and notarization.

Specifically, the Prime Minister approved the addition of online procedures on the National Public Service Portal and a reduction in processing time for the following procedures: Procedures for establishing permanent offices of foreign press in Vietnam; Procedures for appointing resident reporters in other localities of Vietnam; Procedures for granting operating licenses in Vietnam to foreign reporters who are not resident in Vietnam...

The Prime Minister approved reducing the processing time for visa exemption certificates at Vietnamese representative offices abroad from 2 working days to 1 working day; and adding the option of submitting documents via postal service for visa issuance procedures for foreigners at competent Vietnamese visa-issuing agencies abroad.

At the same time, the time for processing notarization procedures to verify the authenticity and legality of contracts and transactions will be reduced from no more than 2 working days to within 24 working hours; for contracts and transactions with complex content, the notarization time will be reduced from no more than 10 working days to 6 working days.

The Prime Minister has authorized agencies to use digital signatures and digital seals when submitting applications for diplomatic passports and official passports to domestic agencies under the Ministry of Foreign Affairs.
