Reduce the time to issue Visa Exemption Certificate

Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 2109/QD-TTg dated September 21, 2025 approving the plan to reduce and simplify administrative procedures related to production and business activities under the management of the Ministry of Foreign Affairs in 2025.

Specifically, the Prime Minister approved the reduction and simplification of administrative procedures related to production and business activities in seven areas: Press; incentives and exemptions; international conferences and seminars; activities of research organizations and bilateral cooperation; visa exemption; immigration; and notarization.

In particular, the Prime Minister approved the addition of online implementation methods at the National Public Service Portal and reduced the processing time for the following procedures: Procedures for establishing a permanent office of foreign press in Vietnam; Procedures for assigning resident reporters to other localities in Vietnam; Procedures for granting press operation licenses in Vietnam to foreign reporters not residing in Vietnam...

The Prime Minister approved a reduction in the processing time for visa exemption procedures at Vietnamese representative agencies abroad from 2 working days to 1 working day; and added the form of sending documents via postal service for visa issuance procedures for foreigners at competent visa-issuing agencies of Vietnam abroad.

At the same time, reduce the time for handling procedures for notarization of the authenticity and legality of contracts and transactions from no more than 2 working days to within 24 working hours; for contracts and transactions with complex content, the notarization time is reduced from no more than 10 working days to 06 working days.

The Prime Minister allows agencies to use digital signatures and digital seals when submitting applications for diplomatic passports and official passports at domestic agencies of the Ministry of Foreign Affairs.
