Implementing the spirit of the Resolution of the 17th Provincial Party Congress on fundamental and comprehensive innovation in education and training, the provincial education sector has clearly identified innovation as a key task. On that basis, the whole sector has proactively proposed solutions suitable to local conditions such as reorganizing the network, standardizing the team, building a safe, friendly and happy school environment. In every activity, the education sector always closely follows the province's orientation, while being flexible and creative to turn policies into actions, turning challenges into opportunities.
Innovation in management and operations
In the 2020-2025 period, in response to the requirement of both implementing the 2018 General Education Program and ensuring social security in the context of the epidemic and human resource shortage, the education and training sector has persistently implemented synchronous solutions from education management units to educational units and institutions to effectively carry out the key tasks of each school year; arranging and streamlining the school network in a reasonable and effective manner suitable to the actual conditions of localities, the rate of school consolidation has been improved; teaching facilities and equipment have been continuously invested, renovated and supplemented to meet the teaching requirements of the 2018 General Education Program.
By the 2024-2025 school year, the whole province will have 648 educational institutions from preschool to high school, with a scale of more than 211,000 students and over 20,500 staff and teachers. Along with that, with a system of 84 ethnic boarding schools, nearly 700 school locations covering all villages and hamlets, it has created conditions for ethnic minority children to study with peace of mind. The sector has synchronously deployed solutions to mobilize and maintain student numbers, bringing the rate of children of school age to nearly 100%, the quality of education at all levels is maintained and improved, the high school graduation rate is maintained at over 99%, the rate of students passing college and university entrance exams annually is maintained at over 30%; cultural, artistic and sports activities are maintained and improved in efficiency and quality; The work of assessing the quality of education and building and recognizing national standard schools has achieved many remarkable achievements: the rate of schools meeting national standards has increased steadily over the years, reaching 48.9% with 317 schools by the end of the term, an increase of more than 15% compared to 2020.
Mr. Hoang Quoc Tuan, Director of the Department of Education and Training, said: In order to carry out comprehensive fundamental innovation in education, the sector has actively rearranged schools and staff. Small-scale schools have been reviewed, planned, and merged; the teaching staff structure has been rebalanced by subject. In addition, the sector has also linked management innovation with emulation and reward innovation. In the period of 2020-2025, hundreds of typical and advanced collectives and individuals were introduced in emulation clusters and blocks. Competitions for excellent teachers and excellent homeroom teachers have taken place regularly, thereby recognizing hundreds of exemplary teachers. These "nuclei" have created a spreading force of innovation in every class hour and every activity of the professional group, turning the emulation movement into a driving force for quality improvement.
The highlight is that the industry focuses on making digital transformation an important pillar of innovation. The industry has built and connected a shared database, implemented comprehensive digital school management, from managing records, timetables, attendance to online professional activities, digital learning materials, and testing and assessment according to new standards. During the Covid-19 pandemic, online teaching and learning solutions were applied promptly, helping students not to interrupt their studies. After the pandemic, digital transformation does not stop at the Internet infrastructure but has become a regular operating method, paving the way for the application of artificial intelligence and big data analysis in management and teaching.
Along with professional innovation, the provincial education sector also focuses on implementing emulation movements, notably the movement to build "Happy Schools" in a practical direction. Schools focus on improving the green - clean - beautiful pedagogical landscape, implementing three criteria: love, safety, respect; enhancing experiential activities and life skills education. Many facilities have become typical models, contributing to shaping a rich school culture, helping every day at school to truly be a happy day.
In addition, to innovate teaching, the sector also encourages schools and teachers to promote initiatives and experiences. During the term, the whole sector recognized more than 2,600 grassroots initiatives and dozens of provincial initiatives. These initiatives are not just on paper, but are directly applied in management, teaching and learning, from improving teaching aids to applying management software, innovating pedagogical methods. This is clear evidence that the emulation movement has gone beyond the framework of titles, becoming a driving force for improvement in each classroom and each educational activity.
Sustainable achievements, affirmed quality
On the basis of synchronous innovation, the quality of mass education is maintained and improved. At preschool level, the rate of mobilizing kindergarten children reached over 99%, 100% of 5-year-old children completed the program, creating a solid foundation for primary school. At primary level, 99.8% of students completed the 5th grade program, the whole province maintained universal primary education level 3, the highest level according to national standards. At secondary level, the graduation rate reached 99.4%, universalization level 2 remained stable in all communes and wards. At high school level, the graduation rate reached 99.08%, the average graduation exam score of the province was higher than the national average.
In addition, key education has made an impressive breakthrough. In 5 years, students across the province have won hundreds of national excellent student awards; in the 2024-2025 school year alone, they achieved 34 awards, the highest result ever. Students also won awards in the National Science and Technology Competition and the national "Students with Startup Ideas" competition, affirming their creativity and spirit of integration.
Achievements in key education not only reflect the overall rise of the entire sector, but are also clearly demonstrated through core units. Typically, at Chu Van An High School for the Gifted, in the 2021-2025 period, the school's students won hundreds of provincial-level excellent student awards, more than 30 national awards and many high awards in science, technology and startup research competitions. The teaching staff also affirmed their capacity when nearly 150 initiatives and topics were recognized by the Department of Education and Training, 12 initiatives were commended by the Provincial People's Committee. These results show that innovation has been incorporated into every lecture and every class, contributing to the overall progress of key education in the whole province.
Not only maintaining quality, the provincial education sector has also made remarkable progress thanks to the physical foundation with solid classrooms and an increasing number of national standard schools, creating a safe and spacious learning environment for tens of thousands of students. The widespread information technology system has helped many schools proactively apply online teaching and learning, digital assessment and evaluation, and more transparent and scientific school management. Many schools have become "bright spots" with smart classroom models, electronic libraries, and modern laboratories, thereby directly contributing to improving the quality of teaching and learning, helping students confidently enter major playgrounds in and outside the province.
Along with that, the emulation and reward work during the term has gone into depth, closely linked with professional tasks. In 5 years, more than 200 collectives were recognized with the title of Excellent Workers, over 1,500 individuals were awarded the title of Emulation Fighters at the grassroots level; many teachers were honored with the title of Excellent Teacher; many collectives were awarded emulation flags by the Government, the Ministry of Education and Training, and the Provincial People's Committee.
Another noteworthy point is that the provincial education sector not only focuses on knowledge but also on physical fitness, life skills and life values. School sports movements, Phu Dong Sports Festival, science and technology competitions, startups, and arts have become large playgrounds, attracting tens of thousands of students to participate. Successfully organized the Phu Dong Sports Festival at the provincial level in 2020, 2024, and the sports congresses of the education and training sector in 2023, 2025. Typically, in 2024, the 11th Provincial Phu Dong Sports Festival gathered more than 12,000 athletes, with 1,747 medals awarded. These activities not only train health but also arouse creativity, teamwork ability, integration skills, and necessary qualities of citizens in the new era; Participated in the national Phu Dong Sports Festival and the national student sports tournament and achieved many outstanding results, ranked in the top 20 leading provinces in the country.
Looking back at the 2020-2025 term, the provincial education sector has created a solid foundation with a reasonable network of schools, a constantly growing teaching staff, sustained mass quality, and spearhead education affirming its position. From that foundation, the entire sector enters the 2025-2030 period with a proactive mindset, continuing to innovate management, promoting digital transformation, focusing on education in ethnic minority areas, so that every step is associated with the sustainable development of the homeland.
