Specifically, the Deputy Prime Minister agreed to assign the Vietnam Expressway Corporation (VEC) as the competent authority to implement the Ho Chi Minh City - Long Thanh Expressway expansion project in accordance with the law on public investment.

The Ministry of Finance proposes state budget capital to participate in the Project investment; directs VEC to review and calculate the specific financial plan of the Project and organize implementation, ensuring the basic completion of the Project in 2026.

The Deputy Prime Minister requested VEC to be responsible for deciding on the form of contractor selection according to its authority (including the form of contractor selection in special cases), in accordance with the provisions of law (contractors must have full technical and financial capacity, reputation and experience to implement the bid package/project meeting the requirements of quality, technique and progress as required); implementing the investment project to ensure progress, quality, efficiency, and combat negativity and waste.

The Ministry of Construction closely coordinates with the Ministry of Finance and VEC in the process of implementing the Project investment.
