The Ministry of Education and Training has added regulations stipulating that teachers who teach students preparing for entrance exams, graduation exams, tutoring, and enrichment programs at high schools are entitled to a teaching load.
Circular 05, recently issued by the Ministry of Education and Training, regulates the working regime for general education and pre-university teachers, and adds several cases where teaching load quotas can be converted.
Specifically, for teachers teaching Vietnamese to ethnic minority students before they enter first grade, one teaching session is counted as one standard teaching session (if taught during the school year), or as 1.5 standard teaching sessions (if taught during the summer), and is included in the total teaching load.
Teachers who provide extra tutoring for exam preparation, remedial classes, or supplementary instruction will have their teaching load converted to a fixed number of teaching hours (illustrative image).
Teachers who teach students preparing for entrance exams or high school graduation exams are counted as one standard teaching hour for each lesson.
Teachers who provide remedial instruction to students with weak academic performance or to supplement the teaching of subjects whose end-of-semester results are below the required standard are entitled to a maximum of 1.5 standard teaching hours per lesson.
Teachers assigned to be judges in school-level teacher competitions or contests will have one lesson spent directly participating in judging counted as one standard teaching hour (Clause 6, Article 13).
Teachers participating in training gifted students, preparing students for the Phu Dong Sports Festival, guiding students in science and technology competitions, and guiding students in student and youth entrepreneurship competitions will have one teaching session converted to a maximum of two standard teaching sessions.
Adjust the teaching time.
The circular also amends regulations on teachers' actual teaching time. Accordingly, the actual teaching time for secondary and high school teachers is 35 weeks instead of the previously stipulated 37 weeks for teaching and educational activities. Additionally, two weeks of contingency time are added to allow teachers to complete the educational content in the general education curriculum.
Adjust the method of regulating the teaching load for teachers serving as head of the youth organization to one lesson/week (instead of the current ratio), and only specify two levels: schools with a size equivalent to a Grade 1 school will maintain the current load of 2 lessons; for other schools, the load will be equivalent to that of a Grade 2 school.
Principal's summer vacation, teachers' maternity leave.
The circular supplements regulations on summer vacation for principals and vice-principals. Accordingly, principals and vice-principals are entitled to summer vacation like teachers, with flexible scheduling during the school year and the summer break. However, to ensure the smooth operation of the school, the summer vacation schedule for management staff must be reported to the governing body.
Regulations regarding maternity leave for teachers have been amended, including provisions for maternity leave coinciding with summer vacation. Specifically, for female teachers whose summer vacation (before maternity leave) or remaining summer vacation (after maternity leave) is less than or equal to the annual leave stipulated in the Labor Code, they may be granted additional leave days, ensuring that the total number of days already taken, remaining, or granted plus the additional days equals the annual leave stipulated in the Code.
