According to regulations, teachers are not allowed to provide extra tutoring for primary school students except in the following three cases.
From February 14th, Circular 29/2024 of the Ministry of Education and Training on supplementary teaching and learning came into effect with many new regulations. Teachers are allowed to provide supplementary teaching in three categories of primary school students, both inside and outside the school.
In what situations is tutoring provided to students?
Article 4 of Circular 29/2024 stipulates the cases in which tutoring and the organization of tutoring are prohibited. Accordingly, teachers are not allowed to organize tutoring for primary school students, except in 3 cases:
- Training in the arts.
- Physical education and sports .
- Develop life skills.

Therefore, teachers can organize extra classes both inside and outside the school, with or without charging fees, for primary school students in the three cases mentioned above. This regulation remains unchanged from the content of Circular 4/2014 issued by the Ministry of Education and Training previously.
Furthermore, Article 4 of Circular 29/2024 also clearly stipulates the cases in which supplementary tutoring is not permitted. Specifically, teachers are not allowed to provide supplementary tutoring to their own students.
In addition, teachers in public schools are not allowed to participate in managing or operating extracurricular tutoring, but they may participate in tutoring outside of school.
Responsibilities of tutors
Article 14 of Circular 29/2024 clearly stipulates the responsibilities of teachers when participating in extracurricular teaching activities as follows:
- Implement the regulations on supplementary teaching and learning as stipulated in this Circular and other relevant legal provisions.
- Managing and ensuring the quality of supplementary tutoring and the rights of students and tutors; managing and using tuition fees for supplementary tutoring in accordance with regulations.
- Manage and maintain records of tutoring and supplementary education organizations in accordance with regulations.
- Report and explain the implementation of the regulations in this Circular and other relevant legal provisions to competent authorities when requested.
- Receiving and processing feedback, suggestions, and requests from students and their parents regarding extracurricular tutoring before and during the implementation process.
In addition, the Circular increases the management responsibility of the Principal over teachers participating in extracurricular tutoring. Specifically, teachers who provide extracurricular tutoring must report to the Principal about the subject, location, format, and time of the tutoring.
