The Central Committee has identified three strategic breakthroughs to focus on.

"Distinguished members of the Politburo , members of the Secretariat, and members of the Central Committee of the Party,

Distinguished delegates attending the Conference.

After two days of intensive work, the 15th Conference of the Central Committee of the 13th Party Congress has completed all the planned agenda items with high unity and consensus, and with excellent quality. On behalf of the Politburo and the Secretariat, I would like to thank the Central Committee members for demonstrating their dedication, democracy, frankness, honesty, revolutionary spirit, and scientific approach, with the sense of responsibility of Party members to the Party, the people, and the country.

The Central Committee unanimously assessed that: The nearly 100-year history of the Communist Party of Vietnam leading the Vietnamese Revolution has achieved great accomplishments of immense historical significance. Implementing the 1991 Platform and the 2011 revised and supplemented Platform, completing the transitional period towards socialism, has affirmed that the Party's reform line is correct, creative, and appropriate; the path to socialism for our country is a practical need of Vietnam and a trend of the times.

Forty years of reform, including the outstanding contributions of the 13th National Congress term, is the result of a process of persistent, continuous, and resolute efforts, a crystallized product of the national spirit and will of the Party, State, and people. Through this, we have drawn valuable lessons of high theoretical significance, providing practical guidance for the revolutionary cause of our nation in the new era.

The Central Committee of the Party expresses its gratitude for the companionship, consensus, and contributions of Party members, cadres, soldiers, and the people regarding the Party's policies, guidelines, and resolutions.

The Central Committee recognizes that throughout the term of the 13th Party Congress, the global and regional context has been constantly changing at a high speed, with many uncertain factors creating numerous difficulties and challenges that we must face. Epidemics, natural disasters, storms, floods, climate change, along with a number of geopolitical and geoeconomic difficulties and other socio-economic issues, have occurred in rapid succession.

However, the Party Central Committee, the Politburo, and the Secretariat have united as one, remaining steadfast, self-reliant, and creative with exceptional determination and effort, issuing many contemporary and groundbreaking strategic policies and decisions to lead the entire nation in achieving all the goals, targets, requirements, programs, and plans set forth by the 13th National Congress. This has created new potential, new momentum, and new development space for the country in the new era. Under any circumstances, the spirit of strategic autonomy, self-reliance, and national strength must be maintained.

The Central Committee held lively and thorough discussions and unanimously approved the Draft Report of the 13th Central Committee on the documents to be submitted to the 14th National Congress, especially the Political Report and the Action Program for implementing the Resolution of the 14th National Congress of the Party.

The Central Committee has determined that in the new revolutionary phase, we need to focus on implementing three strategic breakthroughs, namely:

(1) Strong breakthroughs in development institutions; promoting decentralization and delegation of power; promoting breakthroughs in science, technology, innovation, and digital transformation; developing new production capacities, new production and business models and methods.

(2) Focus on structural transformation, improve the quality of human resources; develop high-quality, high-level human resources, value talent; strongly innovate personnel work, encourage and protect dynamic, creative, daring, responsible, and self-sacrificing cadres.

(3) Continue to improve synchronously and make strong breakthroughs in building socio-economic infrastructure, especially transportation infrastructure, technology infrastructure and energy infrastructure.

Simultaneously, efforts are being made to accomplish key tasks with six main focuses:

(1) Building a clean, strong and comprehensive Party and political system; improving the leadership capacity and fighting strength of the Party.

(2) Building a synchronized development institution, focusing on the legal system, mechanisms, and policies.

(3) Developing a socialist-oriented market economy; improving the efficiency of the state economic sector, developing the private economic sector; establishing a new growth model, restructuring the economy, promoting industrialization and modernization.

(4) Focus on implementing breakthroughs in science, technology, innovation and digital transformation, creating a foundation for the development of new modern productive forces and new efficient production methods.

(5) Developing human resources and developing culture truly becomes an endogenous strength and a great driving force for the rapid and sustainable development of the country.

(6) Strengthening national defense, security, and foreign relations. Building a revolutionary, regular, elite, and modern People's Army and People's Public Security; promoting the implementation of a comprehensive foreign policy strategy at a new high level.

The Central Committee unanimously approved the report on the Party's personnel work to be reported to the 14th Party Congress and voted with a high concentration of votes to approve the personnel nominated to participate in the 14th Central Committee, the Politburo, the Secretariat, and key leaders of the Party and State for the 2026-2031 term, to be submitted to the 14th National Congress of the Party for consideration, decision, and election in accordance with the Party's charter and regulations.

The Central Committee thoroughly discussed the preparatory work and the successful organization of the 14th National Congress of the Party: the Rules of Procedure of the Congress, the Regulations on Elections within the Party; the Report on the Party's Inspection and Supervision work during the 13th term; and approved the proposed list of the Presidium, the Secretariat, the Credentials Committee of the 14th National Congress of the Party, and the Vote Counting Committee of the 14th Congress; and agreed with the submissions and reports presented by the Politburo and the Secretariat to the 15th Central Committee Meeting.

The Central Committee has tasked the Politburo with continuing to finalize preparations to ensure the successful organization of the 14th National Congress of the Party.

The Central Committee welcomes and commends the members of the Subcommittees of the 14th Party Congress for their great efforts, perseverance, and overcoming difficulties to complete their assigned tasks on time and with quality. We urge them to continue their efforts to complete their work from now until the successful organization of the 14th Party Congress.

The 14th National Congress of the Communist Party of Vietnam is a momentous political event for our Party and Nation, a historical milestone for the country in the Ho Chi Minh era, marking the convergence of the nation's thousand-year-old cultural traditions to rise up in the new era. Cadres, Party members, and the people are paying close attention, following, anticipating, and placing high expectations on the success of the Congress.

I propose that the Central Committee members and all Party members throughout the Party continue to uphold the spirit and responsibility of Party members, seriously implement and lead the effective implementation of the Resolution of the 15th Central Committee Conference; focus on doing well in regular work, and urgently carry out the remaining tasks of organizational work so that the 14th National Congress of the Party will be successfully held as planned.

On behalf of the comrades entrusted with the nomination of the Central Committee and leadership positions for the next term for the 14th National Congress to consider and decide upon, we would like to thank the Central Committee, the Politburo, and the Secretariat for their trust in assigning us this task. We will continue to work together in unity and with a high sense of responsibility and efficiency, meeting the expectations of the Party and the people.

With that spirit, I declare the closing of the 15th Conference of the Central Committee of the 13th Party Congress.

On the occasion of preparing to welcome the New Year 2026, I wish you and your families good health, happiness, and all the best. At the same time, I request that the Central Committee members focus on leading and directing the 2025 year-end review with a streamlined, substantive, economical, and effective approach, without creating pressure on the grassroots level; implementing practical tasks to ensure the people welcome the New Year 2026 in a joyful, safe, healthy, and happy manner; and immediately begin the work of 2026 and the tasks for the 2026-2031 term of your respective units and localities.
