Implementing the National Target Program for Sustainable Poverty Reduction giai đoạn 2021 - 2025, Hoành Bồ ward and Quảng La commune have both recorded significant transformations, becoming bright spots in the locality in social welfare work. Reports at the meeting showed that Hoành Bồ ward had achieved the goal of eliminating all poor and near-poor households as early as January 2023.

To achieve these remarkable results, during the 2021-2025 period, Hoanh Bo ward proactively implemented a comprehensive range of social welfare policies closely linked to the practical needs of its residents. One notable achievement is the issuance of health insurance cards to 100% of poor and near-poor households, creating a solid foundation to help vulnerable people confidently access healthcare. To create sustainable livelihoods, the ward actively implemented policy credit programs with outstanding loans exceeding 6.4 billion VND, providing opportunities for residents to become self-reliant and develop their economy .
For Quang La commune, the story of poverty reduction presents unique characteristics and challenges, as it is a mountainous area with over 72% of its population being ethnic minorities. Through continuous efforts, Quang La commune officially eliminated poverty in 2022. Building on this success, the locality has strived to achieve the goal of eliminating near-poor households by 2024 according to the current multidimensional poverty standard, marking a historic milestone in the socio-economic development of the area.
During the period 2021-2025, Quang La effectively mobilized and utilized resources to support the construction and repair of 14 houses for families in extremely difficult circumstances. Education policies were also given special attention, supporting over 2,500 students with funding exceeding 4.69 billion VND, paving the way for the future of children in the mountainous region. In particular, the close monitoring of the situation and the effective implementation of policy credit funds, with a total outstanding loan balance of over 56.2 billion VND, has become a crucial financial leverage, directly helping ethnic minority communities in Quang La to innovate their production thinking and achieve sustainable poverty alleviation.

Proactively identify challenges and maintain tangible achievements.
Besides reporting on outstanding achievements, the leaders of the two localities also frankly pointed out some existing difficulties. Among them, the issue that most concerns local authorities is the persistent risk of re-poverty for vulnerable groups when faced with unforeseen events. Furthermore, the resources mobilized from society for reinvestment in social welfare at the local level remain quite limited and do not adequately meet practical needs. Particularly in ethnic minority areas, transportation infrastructure and basic living conditions remain challenging, requiring strategic collaborative solutions in the future.
Based on objective observations of local realities, localities promptly submitted specific recommendations to the Provincial People's Council's Supervisory Delegation. The focus was on proposing that higher authorities continue to implement diverse, flexible, and realistic livelihood support policies that meet the needs and capabilities of the people. Furthermore, localities earnestly hoped that the province would continue to prioritize investment in improving infrastructure and enhancing the quality of basic social welfare services. These are considered key factors in creating a comprehensive development environment, thereby maintaining the sustainable poverty reduction achievements that localities have diligently built over many years.

Vice Chairman of the Provincial People's Council Nghiem Xuan Cuong, Head of the monitoring team, acknowledged and highly appreciated the comprehensive results achieved by Hoanh Bo ward and Quang La commune in implementing the National Target Program for Sustainable Poverty Reduction giai đoạn 2021 - 2025.
Orienting key tasks for the next phase, Vice Chairman of the Provincial People's Council Nghiem Xuan Cuong requested that localities continue to proactively review groups at risk of falling back into poverty in their areas to develop timely support plans. The grassroots political system needs to focus its efforts on improving the material and spiritual quality of life for the people, with particular priority and close attention to ethnic minorities and vulnerable households. This is the core foundation for achieving the ultimate goal of maintaining poverty reduction results in the most substantive and sustainable way in the new development phase.
