(QBĐT) - On November 21, 2024, the Provincial Party Committee issued Resolution No. 11-NQ/TU on eliminating temporary and dilapidated houses for poor and near-poor households in the province, striving to complete the project by 2025, ensuring that "no one is left behind" in poor and near-poor households, and providing them with new homes for "stable living and prosperous livelihoods". During the implementation of Resolution No. 11-NQ/TU, many localities encountered difficulties and obstacles that needed to be addressed. With high determination and "commands from the heart," the entire political system has joined forces to overcome difficulties and obstacles, striving to ensure the set progress.
New home - great joy.
Returning to Doc May village, Truong Son border commune ( Quang Ninh province ), we visited the newly built house, still smelling of fresh wood, of the Van Kieu couple Ho Thoi and Ho Thi Thanh. Ho Thoi said: “My wife and I have six children, all of whom are of school age. We never thought we would live in such a spacious house, because where would we get the money to build it? Everyday food and clothing were already difficult to come by. Then, joy came unexpectedly when the Party and the State gave us a house. And the house is big, beautiful, and suits the customs of our people.” When asked if she was happy, Ho Thi Thanh smiled brightly: “Happy… not just me. The whole village is happy!”
Village head Dinh Xi of Doc May said: “During the recent Lunar New Year, the village had 8 new houses inaugurated and put into use. Doc May village has 26 households and 105 people, and currently only 4 households are still living in temporary houses. We hope that the Party and the State will continue to provide support so that no one in Doc May will live in temporary houses anymore.”
Sharing the joy of a complete Lunar New Year celebration like the Bru-Van Kieu ethnic people in Doc May village are the Ma Coong people in Con Roang village, Thuong Trach border commune (Bo Trach district), where 11 spacious houses under the program to eliminate poverty and hardship for poor and disadvantaged people have been completed.
Village head Dinh Doong of Con Roang shared: “The entire village has 62 households and 265 people of the Ma Coong ethnic group. When the housing support program came to the village, the villagers held a meeting to vote for the 11 most disadvantaged households to prioritize receiving housing first. The selection process was very fair, based on the spirit of solidarity, love, and sharing. Because surely, in the future, everyone will have a decent house thanks to the joint efforts of the Party, the State, and the community.”
Sharing the joy with three other families who had just moved into their newly built homes, Ms. Cao Thi Ly (a Ruc woman), a single mother raising four young children in On village, Thuong Hoa commune (Minh Hoa district), expressed: “I am so happy, because my family no longer has a male breadwinner. For many years, my children and I lived in poverty, facing one difficulty after another. Over 100 million dong is a huge sum of money, something I could never have afforded. Now, with a new, spacious, and cozy house, my lifelong dream has come true. There is nothing more joyful than this!”
Overcoming difficulties... helping people have homes!
As of February 18, 2025, the entire province had commenced construction and repair of 605 houses for impoverished and disadvantaged families, including 342 new houses and 263 renovated and repaired houses. Of these, 56 houses were completed (15 new houses, 41 renovated and repaired houses), while 948 houses remained uncompleted (484 new houses; 464 renovated and repaired houses). The Provincial People's Committee allocated 71.37 billion VND in funding; localities mobilized over 1.28 billion VND and 1,210 man-days of social resources to implement the program to eliminate poverty and hardship.
The implementation of the program to eliminate poverty and social housing has encountered several obstacles that need to be addressed. According to Pham Trung Dong, Secretary of the Quang Ninh District Party Committee: The biggest obstacle is the funding issue. With a subsidy of 60 million VND per new house, it's already difficult in the lowlands, and even more challenging in mountainous areas. Therefore, Quang Ninh district is trying to mobilize additional social resources to increase the support level to 90-100 million VND per new house. The second obstacle is the increasing demand for housing from ethnic minority households, thus increasing the number of households needing poverty and social housing eliminated.
According to a report from the Provincial Department of Ethnic Minorities and Religions, the number of newly identified ethnic minority households has increased to 1,195 (previously, the data reported to the Central Government for funding allocation was only 826 households). Therefore, the funding for housing support for ethnic minorities in 2025 will increase. This is truly a major challenge, requiring strong political determination from Party committees and local authorities at all levels in the implementation process.
| To ensure the implementation of Resolution No. 11-NQ/TU, striving for completion by June 2025 (specifically in Minh Hoa district before September 2025), Provincial Party Secretary Le Ngoc Quang emphasized: No matter how difficult, the plan to eliminate poverty and social evils must be completed. All levels, sectors, and localities must be more urgent, decisive, proactive, and positive with high political determination, assigning "clear responsibilities, tasks, timelines, and expected results"; mobilizing all social resources, promoting the proactive spirit of individuals and groups, and working together to achieve the goal without waiting or relying on others. |
After contributing to the completion of houses for ethnic minority communities in the two villages of Doc May (Truong Son) and Con Roang (Thuong Trach), the Border Guard Force (BGF) of the province has become the main force, along with the government and mass organizations at all levels along the two border lines, to continue participating in the movement to eliminate poverty and hardship for poor and disadvantaged households. Colonel Trinh Thanh Binh, Commander of the Provincial Border Guard Command, said: The Party Committee and the Provincial Border Guard Command have identified the task of eliminating poverty and hardship for poor and disadvantaged households as an important political task in 2025, aiming to create high consensus and unity throughout the force. Accordingly, each border guard post stationed along the two border lines is assigned to undertake a minimum of 5 houses. The goal is to complete this by June 2025. For areas with special characteristics, difficulties, ethnic minority and mountainous regions, the aim is to complete it by August 2025.
Joining hands in the movement to eliminate poverty and social evils for the poor and disadvantaged, the youth of Quang Binh officially launched the emulation movement "Youth Union members contribute 20,000 working days to eliminate poverty and social evils." According to the Provincial Youth Union Secretary, Dang Dai Bang, the plan to mobilize working days has been specifically assigned to each level of the Youth Union, including: Minh Hoa District Youth Union 6,760 working days; Tuyen Hoa District Youth Union 2,290 working days; and Quang Trach District Youth Union 1,960 working days. Units such as the Provincial Police, the Provincial Border Guard, the Provincial Military Command, and Quang Binh University mobilized 400-600 man-days of labor... The emulation movement "Youth Union members contribute 20,000 man-days of labor to eliminate poverty and social evils" will focus on two peak periods: "Youth Month" and the "Summer Youth Volunteer Campaign" in 2025. To date, young people throughout the province have mobilized over 1,000 man-days of labor to participate in eliminating poverty and social evils for the poor and disadvantaged.
