Removing legal obstacles in the fields of minerals and land.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 130/CD-TTg requesting ministries, sectors, and localities to focus on reviewing and promptly resolving obstacles caused by legal regulations in the fields of minerals and land.

The Prime Minister requests that: Ministers of ministries and agencies, and chairpersons of People's Committees of provinces and cities direct a thorough and comprehensive review to identify obstacles and inadequacies in the regulations of the Law on Geology and Minerals, the Law on Land, and guiding decrees and circulars; clearly stating the content of the obstacles, the regulations in the articles, clauses, and points of the laws, decrees, and circulars, and proposing specific solutions for amendment, supplementation, or repeal; and submit them to the Ministry of Agriculture and Environment before August 20, 2025.

The proposed content and solutions need to address issues thoroughly and effectively, eliminating obstacles and difficulties so that all activities in the fields of minerals and land in the area and sector can proceed as smoothly as possible, in the spirit of: maximum decentralization and delegation of power so that grassroots levels, localities, and direct levels can proactively make decisions, take action, and assume responsibility; minimizing cumbersome and unnecessary administrative procedures and strengthening post-inspection.

Coordinate with relevant ministries and agencies to urgently finalize the dossiers for the Draft Law amending and supplementing a number of articles of the Law on Geology and Minerals, and the Draft Law on Land (amended), ensuring timely submission to the National Assembly at the 10th Session of the 15th National Assembly (October 2025).
