Rooftop solar power: It's not just a matter of installation.

(Baohatinh.vn) - Self-produced and self-consumed rooftop solar power offers many benefits. However, people in Ha Tinh need to understand the regulations regarding the development of this power source to avoid unnecessary violations.

The family of Mr. Tran Huu Trung in Thanh Sen ward, Ha Tinh province, has just completed the installation of a rooftop solar power system with a capacity of nearly 8 kW. According to Mr. Trung, the decision to invest stemmed from the need to reduce electricity costs for production and daily life.

“Previously, I only cared about electricity savings and payback time, thinking that since it was for family use, no procedures were necessary. After being guided by the construction unit and the power company, I learned that I still have to comply with regulations related to notifying the power source development and connecting the system,” Mr. Trung shared.

In fact, this is not an isolated case. According to companies operating in the solar energy sector, many customers currently focus primarily on the capacity, cost of equipment, and potential electricity savings, without paying sufficient attention to the relevant legal regulations.

Mr. Nguyen Van Nam, Director of Denki Electromechanical Co., Ltd., stated: “Many customers still believe that only systems selling electricity to the grid need to prepare documentation. In reality, self-producing and self-consuming systems must also meet certain requirements depending on their capacity and connection type. Therefore, in addition to surveying, designing, and installing, we also assist customers in completing the documentation and coordinate with the electricity sector during the system commissioning process.”

The development of rooftop solar power is a positive trend in the context of increasing electricity demand and the growing need to shift to clean energy sources. However, the development of this type of power also requires stricter management to ensure the safety of the power system and the rights of investors.

According to statistics from the Ha Tinh Power Company, to date, only nearly 200 investors in the province have completed the procedures for developing rooftop solar power for self-production and self-consumption as stipulated in Government Decree 58/2025/ND-CP. This figure shows that a segment of investors still do not fully understand the regulations related to notifying and registering for rooftop solar power development under current regulations.

Mr. Le Long Khanh, Head of Business Department, Ha Tinh Power Company, said: “Currently, the law does not restrict people from investing in rooftop solar power. On the contrary, this is a model that is being encouraged by central and local authorities to utilize renewable energy sources, reduce pressure on the national power system, and contribute to the efficient and economical use of electricity. However, development must comply with the regulations in Government Decree 58/2025/ND-CP on the development of renewable energy and new energy.”

According to current regulations, households using individual houses to develop rooftop solar power systems for self-production and self-consumption with a capacity of less than 100 kW and connected to the national power grid are required to notify the authorities of their power source development. For larger systems or those wishing to sell surplus electricity to the grid, the notification or registration procedures will be followed as prescribed.

“Rooftop solar power is a distributed power source. If it develops strongly but is not adequately managed, it will create difficulties in operation, load forecasting, and grid operation planning. Therefore, complying with regulations is not only a legal responsibility but also contributes to ensuring the safe and stable operation of the power system,” Mr. Khanh analyzed.

With rooftop solar power continuing to be encouraged, the electricity sector advises individuals and businesses to proactively understand legal regulations before investing. They should also contact their local electricity company or relevant agencies for guidance on capacity, connection methods, and necessary procedures.

CASES REQUIRING NOTIFICATION OR REGISTRATION PROCEDURES WHEN INSTALLING ROOFTOP SOLAR POWER FOR SELF-PRODUCTION AND SELF-CONSUMPTION:

  • Organizations and individuals installing power sources that are not connected to the national power grid: Must submit a notification regarding the development of power sources.
  • For individual households with installed electricity systems under 100 kW connected to the national grid: notification is required.
  • Organizations and individuals installing systems with a capacity of less than 1,000 kW that are connected to the national power grid and do not sell surplus electricity: must submit a notification.
  • Organizations and individuals installing power plants with a capacity of 1,000 kW or more, or installing plants with a capacity of less than 1,000 kW but registering to sell surplus electricity to the grid (excluding households developing power sources with a capacity of less than 100 kW on the roofs of individual houses and those developing power sources in mountainous, border, and island areas not yet supplied with electricity from the national power grid): must carry out the procedures for registering power source development.
  • Organizations and individuals installing power plants with a capacity of less than 1000 kW who do not sell surplus electricity but require a Certificate of Registration for Power Source Development: Follow the procedures for registering power source development.
  • From May 25, 2026, failure to notify, register, or improper compliance with regulations may be subject to penalties under Decree 133/2026/ND-CP.
