Checking the situation regarding the use of policy funds for social housing construction in Thieu Vu commune (Thieu Hoa district).
After nearly 10 years of renting, at the end of 2024, Ms. Nguyen Thi Hong, an employee of Co.opmart Thanh Hoa supermarket, officially owned a social housing apartment in the Quang Thang ward apartment complex, Thanh Hoa city, much to the delight of the whole family. The apartment was purchased with the couple's savings and a preferential loan of 500 million VND from the Social Policy Bank of Thanh Hoa. With a loan term of up to 25 years, the family only has to pay just over 4 million VND per month in principal and interest. Ms. Hong excitedly shared: "I'm from Quang Xuong district, married a man from Tho Xuan, and we've established our lives in Thanh Hoa City. Since getting married, my husband and I have had to rent houses, moving from place to place, which is very inconvenient for our daily lives and our children's studies. We've wanted to buy a proper house many times, but our meager salaries and numerous living expenses have made it impossible for us. Thanks to the social housing loan program of the Vietnam Bank for Social Policies, my family now has a spacious new apartment. Since having a new house, our children have their own space for studying and playing, and everything in the family is more convenient. With a stable place to live, my husband and I can focus on our work and business with peace of mind."
Like Ms. Hong's family, Mr. Nguyen Van Tung's family, residing in Hoang Long apartment complex (Thanh Hoa City), said: "We wanted a better place to live, but we were unable to afford it because there are only my mother and I in the house, and my husband is a low-paid worker, barely enough to cover living expenses. When I learned that the Social Policy Bank was implementing a social housing loan program with a repayment period of up to 20 years, I discussed it with my mother and we borrowed more money to buy a house and stabilize our lives. Currently, with a loan of 350 million VND, we still make regular payments of over 3 million VND per month, including principal and interest. Because of the long loan term, it has also reduced the financial pressure on my family."
The social housing loan program under Government Decree No. 100/2015/ND-CP has been implemented by the Thanh Hoa branch of the Vietnam Social Policy Bank in close coordination with local authorities, relevant agencies, and project investors in disseminating information, reviewing and understanding loan needs. The process of reviewing applications and disbursing funds has been simplified, ensuring timely and effective disbursement to eligible recipients. By the end of March 2025, nearly 2,000 customers in the province had outstanding loans totaling nearly 690 billion VND.
According to Government Decree No. 100/2015/ND-CP, people can borrow capital from the Social Policy Bank to purchase social housing; build new houses or renovate and repair existing houses. Eligible borrowers include: low-income workers, poor and near-poor households in urban areas; people with meritorious contributions to the revolution; workers; cadres, civil servants, public employees, and members of the armed forces who do not own a house or whose houses are cramped and insufficient in area and are not subject to personal income tax. The Social Policy Bank lends up to 80% of the contract value for purchasing or renting social housing; the maximum loan term is no more than 25 years from the date of the first loan disbursement. After review, the total demand for loans under the social housing program in the province in 2025 is over 400 billion VND. The Thanh Hoa Social Policy Bank has advised and received additional capital allocation from the central government to implement the program.
Mr. Nguyen Ngoc Thanh, Deputy Director of the Vietnam Bank for Social Policies (VBSP) in Thanh Hoa, stated: "The social housing loan program is a major policy with humanitarian significance, making an important contribution to improving the lives of policy beneficiaries, workers in industrial zones, and many other citizens. To implement the program effectively, VBSP in Thanh Hoa continues to coordinate with Party committees, authorities, and mass organizations in the province to strengthen the Party's leadership over social policy credit. At the same time, we will effectively carry out statistical work, review, and supplement the list of eligible beneficiaries who need access to loans, ensuring timely disbursement of funds according to regulations, striving to reduce the processing time by 50% to ensure quick and timely disbursement of funds."
Currently, there is a huge demand for preferential loans to purchase social housing in Thanh Hoa province. To help low-income households realize their dream of "settling down and establishing a stable life," in addition to funds allocated from the central government, the province also needs matching funds. Furthermore, close coordination between local authorities, relevant agencies, and the Social Policy Bank is essential in disseminating information, reviewing eligibility, improving application procedures, and disbursing funds to ensure the program is implemented quickly, efficiently, and effectively.
