BTO-On the morning of May 4, Mr. Nguyen Huu Thong - Deputy Head of the National Assembly Delegation of the province chaired the Conference to give comments on the draft Law on Bidding (amended); attended by representatives of leaders of relevant departments and branches of the province.
The Draft Law on Bidding (amended) consists of 10 chapters and 99 articles regulating state management of bidding activities; the authority and responsibilities of agencies, organizations and individuals in bidding activities, activities of selecting contractors to implement bidding packages, activities of selecting investors to implement business investment projects.
Deputy Head of the Provincial National Assembly Delegation Nguyen Huu Thong chaired the conference to contribute opinions.
Discussions at the conference focused on the need to amend the Law on Bidding; the name of the law; scope of regulation; the issue of bid designation; methods of evaluating bid documents; eligibility of contractors and investors; ensuring competition in bidding; forms of contractor selection; pre-bidding; process and procedures for contractor selection; process and procedures for investor selection; online bidding, etc.
Delegates said that some contents of the draft Law need to be further reviewed and improved to ensure that they fully meet the set goals. The amendment of the Law on Bidding is necessary, but currently too much focus is being placed on amending specific provisions and procedures. Therefore, delegates suggested that there is no need for bidding to shorten procedures, save time and avoid negativity and the mentality of avoiding responsibility. It is recommended that competitive bidding be studied with some specific binding conditions. There are opinions suggesting more specific regulations on preferential forms in bidding to ensure convenience in the implementation process, making the most of the advantages when organized in Vietnam.

Speaking at the conference, Deputy Head of the Provincial Delegation of National Assembly Deputies Nguyen Huu Thong emphasized: The Law on Bidding (amended) is very important in removing practical and current obstacles in procurement, investment, and selection of contractors and investors. Therefore, how to regulate appropriate laws to promote social development. Public and transparent bidding activities will create an equal and healthy competitive environment among participating entities.
The Deputy Head of the National Assembly Delegation received comments at the conference and summarized them for the Provincial National Assembly Delegation to submit to the National Assembly. The draft law is expected to be considered and approved by the National Assembly at the upcoming 5th session.
