Hanoi commits to the completion date of the "most expensive road on the planet"

The Ring Road 1 project, specifically the Hoang Cau - Voi Phuc section, which passes through Ba Dinh and Dong Da districts, has been delayed for many years.
On the morning of December 11th, continuing the program of the 20th session, the Hanoi City People's Council held a question-and-answer session on some "hot" issues of the city. Speaking during the session, delegate Nguyen Quang Thang (Long Bien district) stated that the Ring Road 1 project, specifically the Hoang Cau - Voi Phuc section, passing through Dong Da and Ba Dinh districts, is the final section of Ring Road 1 and is of great importance to inner-city traffic, receiving priority investment in the 2021-2025 period.

According to the delegates, the project is of great importance to the socio -economic development of the city. At the 14th session of the Hanoi People's Council in November 2023, the leaders of the Hanoi People's Committee committed that the project would be completed this year, at the latest by the beginning of 2025. The delegates requested the Director of the Civil Engineering Project Management Board to provide information on the project's implementation, including any obstacles, which agencies are causing the problems, the project's progress, and when it will be completed and handed over for use. Delegate Thang also requested the Chairmen of the People's Committees of Dong Da and Ba Dinh districts to provide information on the land clearance situation, difficulties and obstacles, proposed solutions, and completion schedule. In response to this, Mr. Dong Phuoc An, Director of the Hanoi Civil Engineering Investment and Construction Management Board, acknowledged that the progress of the Ring Road 1 investment and construction project has not met the requirements. According to Mr. An, the project is expected to be completed this year; however, the land clearance process has encountered many difficulties. Mr. An stated that, according to the latest plan, land clearance in Ba Dinh district will be completed in the first quarter of 2025, and in Dong Da district in the second quarter of 2025. "We have instructed the contractors to always be ready; as soon as the land is available, construction can begin immediately. If the land clearance proceeds according to plan, we will complete the project in 2025," Mr. An said.

According to Mr. Ta Nam Chien, Chairman of the Ba Dinh District People's Committee, lax land management in previous years has led to complications in land clearance. Mr. Chien stated that regarding policy mechanisms, obstacles under the 2014 Land Law, which the city has just resolved, are now facing new obstacles under the 2024 Land Law. The district has submitted a report to the city for guidance on resolving this issue. To date, Ba Dinh district has paid compensation to 667 out of 1,334 cases. The final compensation plans are being publicly posted. Ba Dinh district is committed to handing over the land by January 2025. Meanwhile, Mr. Le Tuan Dinh, Chairman of Dong Da District, said that the district has 643 cases for land survey and acquisition, and has completed compensation payments for 100 cases. According to Mr. Dinh, the Ring Road 1 project is the most difficult project in the city and the entire country. The Ring Road 1 section from Hoang Cau to Voi Phuc is 2.2km long, with a total investment of over 7,200 billion VND. Of this, 5,800 billion VND is for land acquisition and 636 billion VND for road construction. The project requires the relocation of over 2,000 households in Ba Dinh and Dong Da districts.
