Hanoi basically meets the demand for sand for leveling and embankment.

The project is divided into 7 component projects including 3 projects for site clearance, 3 projects for parallel road construction (urban roads) under the form of public investment and one expressway project under the public-private partnership (PPP) method.

In addition, the component project has completed construction of 1/35 resettlement areas and is currently implementing construction of 16 areas.

With 3 parallel road construction component projects including component project 2.1 (with 4 bidding packages), Hanoi city has selected a contractor and started construction on June 25, 2023. 32 construction teams are currently being deployed at the site, currently constructing organic soil layers, filling some segments, and handling weak soil at locations with clean ground; constructing bored piles and casting beams for bridges over rivers, canals, and ditches; construction output is about 375.3/4,691 billion VND (reaching 8% of contract value).

Hung Yen Province's Component 2.2 project has selected a contractor and started construction on November 22, 2023. Three construction teams are currently being deployed at the site, with excavation work in some segments, with construction output of about 5/1,253.6 billion VND (0.4% of the contract value).

Particularly, component project 2.3 of Bac Ninh province has approved the design and cost estimates for all 3 bid packages, 1 bid package has completed the selection of construction contractors and started construction on December 18, 2023; 1 bid package is completing the selection of contractors; the remaining bid package is organizing the selection of construction contractors according to the new Bidding Law.

At the project site, component 2.3 is implementing 4 construction phases, mainly constructing organic soil layer, filling some segments and building public roads, construction output is about 13/1,253 billion VND (reaching 1.1% of contract value).

Component project 3 (expressway) invested under the PPP method, length of about 112.8km (Hanoi 58.2km, Hung Yen 19.3km, Bac Ninh 35.3km) with a preliminary total investment of about 56,536 billion VND, Hanoi People's Committee has approved the Feasibility Study Report in Decision No. 6479/QD-UBND dated December 20, 2023, currently implementing the next steps.

Regarding material sources, the component projects managed by Hanoi city need about 7.4 million m3 of filling materials, of which about 1.87 million m3 of filling soil and about 5.53 million m3 of filling sand. Basically, the sand materials for leveling and filling in Hanoi are sufficient to meet the requirements for project implementation.

For Component Project 2.2 (Hung Yen is the managing agency), the total demand for embankment materials is about 0.96 million m3, including 0.25 million m3 of embankment soil and 0.72 million m3 of embankment sand. However, there is no embankment soil mine in the province, it is expected to be exploited in Hai Duong province. As for embankment sand, according to survey data, the mines in the locality have reserves of about 1.6 million m3, so they basically meet the requirements for project implementation.

Component project 2.3 (Bac Ninh is the managing agency), the total demand for embankment materials is about 3.95 million m3, including 3.1 million m3 of embankment soil and 0.85 million m3 of embankment sand. In Bac Ninh province, there are no common construction material mines (soil, sand, stone), so it must be exploited at mines in neighboring localities such as Lang Son, Hai Duong, Bac Giang...

Regarding capital arrangement and disbursement, the total capital allocated for the Project to date is approximately VND 15,496.7 billion. The cumulative disbursement of investment capital to date is approximately VND 11,397 billion/VND 15,496.7 billion of allocated capital (approximately 74%).
