The project is divided into 7 sub-projects, including 3 land clearance projects, 3 parallel road (urban road) construction projects under the public investment model, and one expressway project under the public-private partnership (PPP) model.
In addition, the project component has completed the construction of 1/35 of the resettlement areas and is currently implementing the construction of 16 areas.
With 3 component projects for the construction of parallel roads, including component project 2.1 (with 4 bidding packages), Hanoi city has selected contractors and commenced construction on June 25, 2023. Currently, 32 construction teams are working on the site, constructing the organic soil layer, embankment in some sections, and addressing weak soil conditions in areas with cleared ground; constructing bored piles and casting girders for bridges over rivers, canals, and ditches; the construction output is approximately 375.3/4,691 billion VND (reaching 8% of the contract value).
Component Project 2.2 in Hung Yen province has selected a contractor and commenced construction on November 22, 2023. Currently, three construction teams are working on the site, with excavation underway in several segments. The completed work is approximately 5% of the 1,253.6 billion VND contract value (0.4% of the contract value).
Specifically for component project 2.3 in Bac Ninh province, the design and cost estimates for all three bidding packages have been approved. One bidding package has completed the contractor selection process and commenced construction on December 18, 2023; one bidding package is in the process of completing the contractor selection; and the remaining bidding package is currently undergoing contractor selection in accordance with the new Bidding Law.
On the project site, component 2.3 is currently being implemented with 4 construction teams, mainly working on the organic soil layer, embankment construction in some segments, and service road construction. The construction output is approximately 13/1,253 billion VND (reaching 1.1% of the contract value).
Component Project 3 (expressway), invested under the PPP method, has a length of approximately 112.8km (Hanoi 58.2km, Hung Yen 19.3km, Bac Ninh 35.3km) with a preliminary total investment of approximately VND 56,536 billion. The Hanoi People's Committee approved the feasibility study report in Decision No. 6479/QD-UBND dated December 20, 2023, and is currently implementing the next steps.
Regarding material sources, the component projects managed by Hanoi City require approximately 7.4 million m3 of embankment materials, including about 1.87 million m3 of earth fill and about 5.53 million m3 of sand fill. Basically, the sand for leveling and embankment in Hanoi is sufficient to meet the project requirements.
For Component Project 2.2 (Hung Yen province is the managing agency), the total demand for embankment materials is approximately 0.96 million m3, including 0.25 million m3 of embankment soil and 0.72 million m3 of embankment sand. However, there are no embankment soil quarries in the province; exploitation is planned in Hai Duong province. Regarding embankment sand, according to survey data, local quarries have reserves of approximately 1.6 million m3, which is sufficient to meet the project's requirements.
Component Project 2.3 (Bac Ninh is the managing agency) has a total embankment material requirement of approximately 3.95 million m3, including 3.1 million m3 of fill soil and 0.85 million m3 of fill sand. Bac Ninh province does not have any quarries for common construction materials (soil, sand, stone), so these must be sourced from quarries in neighboring provinces such as Lang Son, Hai Duong, and Bac Giang.
Regarding capital allocation and disbursement, the total capital allocated to the Project to date is approximately VND 15,496.7 billion. Cumulative disbursement of investment capital to date is approximately VND 11,397 billion out of VND 15,496.7 billion allocated (approximately 74%).
