Hanoi closes tutoring center with 600 students.

Hanoi has temporarily suspended operations at a tutoring center serving 600 students in Dong Da district due to non-compliance with regulations.

This information is included in the report that the Hanoi Department of Education and Training sent to the Ministry of Education and Training today (April 24).

Accordingly, upon receiving the complaint, the Department immediately formed an inspection team, including representatives from the Dong Da District Department of Education and Training, the City Police, and the leaders of Lang Thuong Ward, to inspect the Vietnam-Russia Cultural Training Center, Branch 2 (No. 33, Alley 82, Chua Lang Street).

The inspection team determined that the center has 29 teachers and approximately 600 junior high school students enrolled. The facility violated several regulations, such as failing to post information about the subjects taught, the duration of extra classes for each subject, a list of instructors, and tuition fees.

Furthermore, the center has failed to provide documentation regarding monthly fee collection and lacks four employment contracts with teachers. Even the signed contracts do not fully detail job positions, working hours, etc.

Therefore, the inspection team requested the center to cease operations immediately, starting at 12 PM on April 23rd. "The center must notify parents and fulfill its financial obligations upon suspension of classes, ensuring the rights of students," the Hanoi Department of Education and Training demanded.

Previously, the Ministry of Education and Training requested the Hanoi Department of Education and Training to investigate and verify press reports regarding the organization of extracurricular tutoring in violation of regulations in Hanoi. Based on this, they were instructed to strictly handle any violations (if any) according to regulations and report the results to the Ministry of Education and Training in writing before April 30th.

According to press reports, at a cultural enrichment center located on Chua Lang Street (Dong Da District, Hanoi), almost all students from a nearby public secondary school regularly attend extra classes since Circular 29 came into effect.

According to students, grades 6 and 7 usually have classes in the morning, while grades 8 and 9 have classes in the afternoon. There are many extra classes, with students from the same class registering for all of them. This center is no different from a second school, as it only provides extra classes for students from this one school. The total number of students is nearly 500, with tuition fees of almost 2 million VND per student per month.

Many students here assert that the center does not provide extra tutoring but rather connects with the school, as the learning content between the two institutions is interconnected.

Hanoi currently has approximately 15,000 centers and households registered to conduct tutoring. According to the leaders of the Hanoi Department of Education and Training, the number of tutoring centers and households is increasing rapidly, while there are no detailed guidelines on regulations and penalties for related violations. This could make it difficult for localities to inspect and supervise, so they have requested the Ministry to provide specific guidance soon.
