On December 13th, Hanoi Party Secretary Bui Thi Minh Hoai signed and issued a notice summarizing the conclusions of the Standing Committee of the Hanoi City Steering Committee on the orientation for restructuring and streamlining the organizational apparatus of the political system.
For agencies and units under the People's Committee of Ho Chi Minh City, the Steering Committee has directed the merger of the Department of Planning and Investment and the Department of Finance; the Department of Transport and the Department of Construction; the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; and the Department of Information and Communications and the Department of Science and Technology.
The Department of Labour, War Invalids and Social Affairs is merged with the Department of Interior; the state management function regarding vocational education is transferred to the Department of Education and Training; and the state management function regarding social protection, children, and prevention and control of social evils is transferred to the Department of Health.
The Religious Affairs Department under the Department of Internal Affairs was transferred to the Ethnic Affairs Department, establishing the Ethnic and Religious Affairs Department. The Hanoi People's Committee is researching and proposing a plan for the restructuring of press agencies, public service units, and state-owned enterprises under the City People's Committee; reviewing all steering committees with a view to ending their operations, retaining only those with truly necessary functions and tasks.
Regarding Party organizations, Hanoi merged the City Party Committee's Propaganda Department and the City Party Committee's Mass Mobilization Department; and terminated the activities of the Party Committee of the City's Agencies Bloc and the Party Committee of the City's Enterprises Bloc. Hanoi will seek the opinion of the Central Steering Committee on continuing the model of the Party Committee of the Bloc of Universities and Colleges, given the capital's unique characteristic of having a high concentration of universities and colleges.
Hanoi will end the operation of the Party Committees of the People's Committee of Hanoi; the People's Court of Hanoi; and the People's Procuracy of Hanoi.
Eight Party organizations under the City Party Committee also concluded their activities, including: the City People's Council, the Fatherland Front Committee, the Labor Union, the City Women's Union, the City Farmers' Association, the Veterans' Association, the Union of Science and Technology Associations, and the Union of Literature and Arts Associations.
Instead, Hanoi will establish two Party Committees, one for each group of Party, mass organization, People's Council, People's Committee, and judicial agencies. This includes the Party Committee of Party, mass organization, People's Council, and judicial agencies directly under the City Party Committee, comprising Party Committees (branches) within the advisory and support agencies of the City Party Committee (Organization Department, Inspection Committee, Propaganda Department, Mass Mobilization Department, Internal Affairs Department, City Party Committee Office), Hanoi Moi newspaper, Le Hong Phong Cadre Training School, People's Council, Fatherland Front, political and social organizations, People's Procuracy, People's Court, and city-level mass organizations assigned tasks by the Party and State.
The Party Committee of the city government is directly under the City Party Committee, comprising Party Committees (branches) in specialized agencies and public service units under the City People's Committee, the Management Board of Industrial and Export Processing Zones, the Management Board of Hoa Lac High-Tech Park, and some state-owned enterprises (depending on the scale and importance of the enterprise's Party Committee).
Regarding elected bodies , Hanoi will maintain its current organizational structure: at the city level, it includes the Office of the National Assembly Delegation and the City People's Council, along with four committees; at the district level, it includes two committees. Furthermore, the establishment of additional committees within the People's Councils at all levels, as stipulated in the 2024 Capital City Law, will be considered after the organizational structure is stabilized.
The city proposed merging and dissolving several committees, agencies, and steering committees at the district level ; and specialized agencies under the district-level People's Committees, similar to the city's approach. Accordingly, the Propaganda Department would merge with the Mass Mobilization Department of the district/town/city Party Committee. At this level, Hanoi also established two Party Committees based on blocs: the Party Committee of Party, mass organization, People's Council, and judicial agencies at the district level, and the Party Committee of the district-level government.
The Department of Labour, War Invalids and Social Affairs and the Department of Internal Affairs were merged, transferring some functions and tasks to the Department of Education and Training and the Department of Health. The Department of Natural Resources and Environment and the Department of Economy were merged.
According to the Steering Committee, the restructuring of agencies aims to harmoniously combine continuity and stability with innovation in leadership methods, downsizing of personnel, and reform of the salary system. This also aims to restructure and improve the quality of the workforce of officials, civil servants, and public employees; thoroughly address overlapping functions and responsibilities, fragmentation of geographical areas and sectors; and limit the number of intermediate organizations.
