Vice Chairman of Hanoi People's Committee Nguyen Trong Dong has just signed and issued Plan No. 252/KH-UBND to implement the campaign to enrich and clean up the national database on land.
The campaign aims to complete the entire land database at 126 commune-level units of Hanoi city, ensuring the criteria of "Correct, sufficient, clean, viable, unified, and shared".
The data after being standardized will be connected and synchronized with the Database. National data on land and population, contributing to improving the efficiency of providing online public services and state management of land.
According to the plan, the contents to be implemented include completing the existing land database, classifying data into three groups: Good use, need to edit/authenticate, unusable; at the same time, building residential land and housing data for places where the database to collect certificates and citizen identification cards from people has not been built; digitizing and entering data into the system. Synchronizing, connecting, sharing a unified, common land database: Connecting the Hanoi land database with the national database and functional agencies. Managing and operating the land database, online public services: Restructuring administrative procedures to reduce paper records. Supplementing Land parcel identifier, integrated with national digital address.
The campaign will be implemented within 90 days, with clear timelines.
Specifically, by September 16, complete data classification and organize system connection; by September 25, compare the list of land users with the national database.
Complete verification and update information by October 30.
By November 15, create data for land plots not yet in the system and by November 30, end the campaign and synchronize data to the central system.
The City People's Committee assigned the Department of Agriculture and Environment to be the unit in charge of implementing the campaign, advising the city to issue a decision to establish a steering committee and working group; develop a detailed plan, provide technical guidance, direct implementation; synthesize weekly results reports to send to the Ministry of Agriculture and Environment, the Ministry of Public Security and the City People's Committee.
The Department of Agriculture and Environment directed the Hanoi Land Registration Office to review human resources and equipment; deploy the construction, collection, update and standardization of data; handle arising problems, and advise the City People's Committee on solutions.
During the implementation process, the City Police is the focal point for receiving data provided by the Department of Agriculture and Environment to organize the matching and authentication of existing information and data on the national population database; synchronize data to the VNeID platform, support location identification and integrate digital documents of citizens.
The city police directed the police of wards and communes to coordinate with the People's Committees at the commune level to collect certificates of different periods and personal documents for owners not yet in the land database; assess information security and system security.
The City People's Committee requests land users and owners of assets attached to land to coordinate with local authorities to provide complete records and documents: Certificates, identity cards, and citizen identification cards so that local authorities can collect documents according to regulations.
