The planning aims to concretize the approved General Planning for the Construction of Hanoi Capital, the General Planning for the Construction of Soc Son District, and the General Planning for the Soc Son Satellite City, as well as to guide the adjustment of the General Planning for Hanoi Capital until 2045, with a vision to 2065, which was approved by the Prime Minister in Decision No. 700/QD-TTg dated June 16, 2023.
The planning objective is to create an urban area with the main functions being large-scale complexes for healthcare, culture, education , public services, parks, green spaces, and sports, combined with the renovation and upgrading of existing villages, and the supplementation and improvement of social and technical infrastructure for the area.
Planning also serves as the legal basis for managing land use according to the plan, identifying construction investment projects and preparing detailed plans, proposing a list of investment programs and strategic projects, controlling development and managing urban areas.
According to Decision No. 6396, the planning research area covers approximately 1,424 hectares; the projected population by 2030 is approximately 46,210 people. The research boundaries are as follows: To the North, it borders the planned road leading to Soc Temple; to the South, it borders the newly planned Route 18; to the West, it borders the protection corridor and the Hanoi- Thai Nguyen national railway; and to the East, it borders a planned urban road with a width of B = 40m.
The Soc Son urban zoning plan for Zone 3 is expected to become an urban development area with the following main functions: a medical-cultural-educational complex; urban public services; a Hanoi-level sports and entertainment center (horse racing track); an area for renovating existing villages, developing ecological projects, community services, and high-quality housing; and a technical infrastructure hub (a transportation hub connecting to and supporting urban functions).
The Hanoi People's Committee has assigned the Soc Son District People's Committee to preside over and coordinate with the Hanoi Institute of Construction Planning and the Hanoi Department of Planning and Architecture to publicly announce the approved planning project to relevant organizations, agencies, and the public for their information and implementation.
