The Hanoi People's Committee has recently approved the urban planning project of Soc Son area 3, scale 1/2,000. This project covers an area of ​​over 1,400 hectares and the expected population by 2030 will be about 46,210 people.

Zone 3 will be under the administrative boundaries of 7 communes, including Phu Linh, Tien Duoc, Tan Minh, Xuan Giang, Duc Hoa, Dong Xuan, Kim Lu and Soc Son town.

According to the plan, the new urban area will be divided into two planning areas. The first area will focus on developing an ecological urban area, a horse racing track, a green tree system, and a lake.

Notable among them is the horse racing multi-purpose entertainment complex project, with a total investment of up to 420 million USD. Of which, the racetrack area is up to 995,000 m2, including a grandstand with a capacity of 30,000 seats. In addition to organizing races, this place also conducts betting activities for tourists, with 50 agents located outside the racetrack.

The second area will focus on the functions of a concentrated medical - cultural -educational complex, a multi-modal transportation center, a commercial service area, offices, and hotels. In addition, this planning area also connects to the Da Phuc station area, develops social infrastructure systems, and expands new residential land funds around the existing village area.

From 2023 to present, the Hanoi People's Committee has approved 7 urban planning projects of Soc Son. Most recently, in August 2024, the city approved the urban planning project of Soc Son area 6, scale 1/2000, scale of more than 500 hectares, estimated population of about 16,330 people. The project focuses on developing industrial clusters, mixed-use areas serving university urban areas and airport ancillary services .

According to the project to adjust the general planning of the capital until 2045, with a vision to 2065, Soc Son district is located in the planning of the northern city of Hanoi, next to Dong Anh and Me Linh districts. This area will take Noi Bai airport as the core to orient the development of industries and services.

Not only that, the localities in the Northern city planning are also oriented to become financial service centers and high-tech industries of Hanoi. In addition, the eco-tourism, resort, sports and entertainment sectors will also be focused on development.

According to the plan, the northern city of Hanoi has a total area of ​​about 633 km2, with a population of about 3.25 million people by 2045.
