The Department of Private and Foreign-Involved Education under the Hanoi Department of Education and Training was established to strengthen the management of private schools and schools with foreign elements. Hanoi is also one of the few localities that have this functional department.

The Hanoi Department of Education and Training said that strengthening the management of private schools and schools with foreign elements comes from practical requirements when the network of these schools in the area develops rapidly and the learning needs of children in the capital are increasingly diverse.

Previously, the Hanoi Department of Education and Training had a functional department for managing education with foreign elements, but it was later merged into the general education departments.

According to the plan to implement Resolution No. 35/NQ-CP dated June 4, 2019 of the Government , Hanoi will promote the mobilization of social resources, promote the development of private educational institutions with the goal of reaching 21% of the number of institutions and from 14% to 16% of the number of students by 2025.

For preschool education, especially in industrial parks, export processing zones, areas with rapid urbanization or areas with rapidly increasing numbers of children of preschool and kindergarten age, strive for the number of private preschool facilities to reach 30%, corresponding to the number of children attending school reaching about 30%.

For general education, the city strives to have the rate of private general education facilities reach 13% and the number of students studying at private general schools reach 15%.

For higher education, improve the scale and training quality of Hanoi Capital University in accordance with the Project for Development of Hanoi Capital University to 2030, with a vision to 2045; plan and invest in the construction and completion of the school's training facilities to meet development requirements in the new period. For vocational education, strive to have 50% of private vocational education facilities.

To complete these targets, the City People's Committee assigned the Hanoi Department of Education and Training to take the lead in implementing them; at the same time, guide and coordinate with the People's Committees of districts, towns and cities to review and propose investment and construction needs in accordance with regulations, ensuring balanced development of the public and private school system.
