On June 10th, the Office of the People's Committee of Hanoi City issued Notice No. 356/TB-VP regarding the conclusions and directives of the Chairman of the People's Committee of Hanoi City, Tran Sy Thanh, at a meeting on the progress of investment projects for the construction of Tran Hung Dao Bridge, Ngoc Hoi Bridge, and the access roads at both ends of the bridges.
The Tran Hung Dao Bridge project, a strategic bridge spanning the Red River and connecting Hoan Kiem, Hai Ba Trung, and Long Bien districts, is one of Hanoi 's key projects during this term.
Regarding the northern approach road to the bridge, the Hanoi People's Committee has assigned Long Bien District to take the lead in coordinating with the Department of Finance to propose funding sources for land acquisition and compensation for structures on the land. Simultaneously, they will coordinate with the Department of Planning and Architecture and the Department of Agriculture and Environment to implement land acquisition procedures and hand over the site to the project implementing unit.
The Long Bien District People's Committee has been tasked with proposing a plan to expand the intersection between Tran Hung Dao Bridge and Nguyen Son Street, ensuring traffic connectivity and reducing local congestion. The Department of Construction will preside over the appraisal of the proposal and coordinate with relevant units to report to the Hanoi City People's Committee.
The project must commence on the occasion of the 80th anniversary of the August Revolution (August 19) and National Day (September 2, 2025), in accordance with the spirit of Government Resolution 77/NQ-CP.

Regarding the appraisal of the Feasibility Study Report for Component Project 2 - investment in the construction of the main bridge, the Chairman of the City People's Committee requested the Departments of Finance, Planning and Architecture, Agriculture and Environment, and the People's Committees of the relevant districts to urgently provide their appraisal opinions. The Department of Construction must complete the dossier and submit it to the City People's Committee before June 13, 2025.
The City's Project Management Board for Investment and Construction of Transportation Works is responsible for directing the consulting unit to actively coordinate with relevant parties during the appraisal process. The City Chairman emphasized: "Process according to the green lane, without delay at any stage."
Regarding implementation methods, Hanoi is considering adopting the EPC (Engineering, Procurement, and Construction) contract model. The Department of Finance has been tasked with reviewing the matter in collaboration with the Department of Construction and the Project Management Board, and reporting on the progress of upcoming urgent investment projects at the upcoming review meeting.
The city is also accelerating the progress of the investment project to build the Ngoc Hoi bridge and the approach roads at both ends connecting Thanh Tri district (Hanoi) with Van Giang district (Hung Yen).
The City's Transportation Project Management Board has been instructed to immediately implement the pre-qualification process for EPC contractors through a broad domestic and international bidding process, prioritizing advanced technology, optimal costs, and modern equipment.
The Department of Finance continues to coordinate with the Project Management Board to determine the specific capital level and work with the Ministry of Finance to propose support from the central budget. Simultaneously, the Department of Agriculture and Environment is tasked with working with units under the Ministry to finalize the design agreement for component project 2 – the parallel road system passing through both Hanoi City and Van Giang district (Hung Yen province), ensuring a unified document is available before June 15, 2025.
Regarding the overall progress, the project is divided into three components, with the main bridge (component 3) scheduled to commence on August 19, 2025. The city requires the Project Management Board to adjust the schedule of the remaining parts to ensure close coordination and avoid impacting the aforementioned timeline.
The City People's Committee also instructed the Project Management Board to provide complete design and appraisal documents for both Component Projects 2 and 3 to the People's Committees of Gia Lam and Thanh Tri districts (Hanoi), Van Giang district (Hung Yen province), and relevant investors to ensure synchronization between the connecting works.
To ensure the progress of land clearance, the Hanoi People's Committee has instructed the People's Committees of Gia Lam and Thanh Tri districts to urgently complete the land clearance component projects in their respective localities, submit the dossiers to the Department of Construction for appraisal, and report to the Hanoi People's Committee for approval.
This is a prerequisite for the commencement and construction of the two bridge projects to proceed on schedule, avoiding cost overruns or delays like many previous projects.
With the message "processing according to the green lane," Hanoi demonstrates strong political determination in reforming administrative procedures, improving the efficiency of public investment, and committing to avoiding delays that could jeopardize development opportunities. If these two key projects are completed on schedule, they will provide a strong impetus for urban infrastructure, transportation, and the capital's economy to enter a new development cycle in the 2025-2030 period.
