Ha Tinh province is making efforts to resolve the final "bottlenecks" in land clearance for the North-South expressway.

The final "bottlenecks" in land clearance for the North-South expressway project are being diligently addressed by relevant departments and localities in Ha Tinh province to ensure timely handover to the investor as committed, creating the most favorable conditions for construction.

Construction of the North-South Expressway section passing through Ha Tinh province is being accelerated.

The North-South Expressway Eastern section project, phase 2021-2025, passing through Ha Tinh province, has a length of 102.38 km with 3 component projects: Bai Vot – Ham Nghi, Ham Nghi – Vung Ang, and Vung Ang – Bung. In addition, 3 connecting roads to the expressway are also being constructed in the province (Ngo Quyen Road – Provincial Road 550, the parallel expressway connecting Provincial Road 550 – Ham Nghi extension, and Cam Quan Road – National Highway 1) with a total length of 12.18 km.

Mr. Le Anh Son, Deputy Director of the Department of Transport, said: From the very beginning of the project's implementation, Ha Tinh province has focused heavily on land clearance by mobilizing the entire political system to participate. They have actively propagated and encouraged people to understand and comply with laws related to compensation, support, and resettlement policies.

The resettlement area for the North-South expressway project in Ky Van commune, Ky Anh district, has been completed, and many households have built new houses.

Thanks to this, although the project affects the land and assets of thousands of households (including 404 households requiring resettlement, 749 households partially affected by property, structures, and trees, and the relocation of 800 graves), Ha Tinh province has completed the land survey and compensation process; assessed and approved compensation plans at 99.70%; and handed over the land to the investor for project implementation at 98.33%. The disbursement of land compensation funds has reached 2,514.5/2,819.66 billion VND (89.18%).

Of the 26 resettlement areas and 4 cemeteries, Ha Tinh province has completed 22 resettlement areas and cemeteries. The remaining 4 resettlement areas have also reached 97-99% completion.

The land clearance work for the North-South Expressway in Ha Tinh has always been recognized and highly appreciated by the Government, the Prime Minister, and the Ministry of Transport . This has contributed to ensuring that the national key project section passing through the province always stays on schedule.

Although the remaining land area that cannot yet be handed over is not large, in the spirit of not affecting the overall progress of the project, Ha Tinh province requests that units and localities continue to focus intensely on land clearance work, coordinate to resolve difficulties and obstacles so that the land can be handed over to the investor and construction unit as soon as possible.

According to our findings, the obstacles in land clearance are concentrated in the relocation of power line infrastructure (in almost all localities); pig farms in Viet Tien commune, Thach Ha district; and some households disagreeing with the compensation rates for resettlement in Cam Lac commune, Cam Xuyen district.

Not only the North-South Expressway project, but any construction project involving power line infrastructure will always be a complex and difficult issue, requiring the completion of all necessary documentation in accordance with legal procedures, and approval processes involving multiple ministries and agencies at the central level, especially for 220kV and 500kV high-voltage power lines.

Power lines affected by the project are being urgently relocated.

Furthermore, local authorities lack experience in this area and need to hire qualified units to carry out the work. This also takes a considerable amount of time.

Despite the difficulties, with collective efforts, most localities have now achieved 60-97% completion for 35kV and below power lines; 10-69% completion for 110kV power lines; and 10% completion for 220kV and 500kV power lines in Duc Tho district. The remaining localities have selected contractors and are preparing for commencement of construction.

Regarding the pig farm (sows and lean pigs) in Viet Tien commune, Mr. Nguyen Van Sau - Vice Chairman of the Thach Ha District People's Committee - informed that the farm owner is cooperating and willing to relocate the barns and cede land for the project. However, because the cost of 600 sows is high and some items and equipment of the farm are not included in the province's compensation price list, the process of working, negotiating, and applying compensation prices has encountered many difficulties.

According to Mr. Nguyen Van Sau, the province has assigned the Department of Agriculture and Rural Development to take the lead and coordinate with other departments, agencies, and Thach Ha district to advise on a solution that complies with regulations. Through meetings and consultations with relevant units and localities, the Department of Agriculture and Rural Development has now submitted a report to the Provincial People's Committee regarding compensation and support for land clearance for the pig farm in Viet Tien commune.

Many households in Cam Lac commune, Cam Xuyen district, have agreed to build houses in the resettlement area.

Regarding some households in Cam Lac commune who have not agreed with the compensation rates for resettlement, Mr. Pham Hoang Anh, Vice Chairman of the Cam Xuyen District People's Committee, said that the reasons stem from their disagreement with the verification of land ownership, the low compensation rates, and the fact that some households have illegally expanded their constructions but are still demanding compensation.

The Vice Chairman of the People's Committee of Cam Xuyen district affirmed: The authorities at all levels have explained, publicized, and persuaded the households, but they did not agree, forcing the local authorities to plan for forced eviction.

"The district has issued a decision to enforce the relocation and informed the households in Cam Lac commune. However, before resorting to drastic measures, the district will continue to persuade and educate the people to agree to relocate and give up their land for the project," Mr. Pham Hoang Anh informed.

During an inspection of the progress of the North-South Expressway project, Deputy Prime Minister Tran Hong Ha highly appreciated Ha Tinh's efforts in land clearance, creating favorable conditions for the project's construction.

With the close guidance and attention of the Provincial Party Committee and the Provincial People's Committee, the efforts of departments, agencies, and localities, and the consensus and support from the people, we are confident that Ha Tinh will hand over the entire land area for the North-South expressway project on schedule, ensuring the project's progress remains smooth.
