Following the traditional military building strategy of "stationing troops in agriculture ," Ha Tinh province has built a strong, comprehensive, and widespread militia, self-defense, and reserve force.

Ms. Nguyen Thi Thuy from Tan Van village, a veteran female militia member of the Thach Van commune's permanent militia force (Thach Ha district), shared: “With the encouragement of the local Party committee, government, the commune's Military Command, and my comrades, I have overcome difficulties over the years to participate in training, exercises, and other militia tasks. In particular, I was the first member of the commune's militia force to register to build a model garden, and currently, the garden generates an income of about 250 million VND per year (from livestock farming and fruit tree cultivation), becoming a place for visiting, learning, and exchanging experiences among comrades inside and outside the commune.”

According to Nguyen Khac Tam, Commander of the Thach Van Commune Military Command: “In order to build a strong militia force capable of fulfilling military and national defense tasks at the grassroots level, we have advised the local Party committee and government to create favorable conditions and encourage our members to develop production, stabilize their livelihoods, and improve their lives so they can focus on their duties. Thanks to this, for many years, Thach Van commune has consistently ranked among the top communes in the district in the emulation movement for decisive victory. In particular, the force currently has 10 economic models generating incomes ranging from 80 to 500 million VND per year.”
With the spirit of "wherever there are people, there are soldiers," Ha Tinh has built a strong, comprehensive, and widespread militia force. Currently, almost all villages, agencies, businesses, and schools have militia forces; many localities have done particularly well, such as Thach Ha, Huong Son, Huong Khe, and Loc Ha... These "square star soldiers" are generally healthy, possess excellent professional skills, have good political awareness, know how to do business, do not belong to poor or near-poor households, and have a high sense of responsibility when mobilized.

Colonel Hoang Anh Tu, Deputy Commander and Chief of Staff of the Provincial Military Command, stated: “The total number of militia members in the province is 23,088, with over 30% being Party members. In addition to creating favorable conditions for militia members to successfully complete their professional duties, production, and business activities, localities and units have also proactively purchased support tools, organized training, and deployed them to perform appropriate tasks. In particular, the quality of militia training annually meets requirements, with over 78.4% achieving good or excellent results, and participation in competitions and sports events consistently yielding high achievements.”
The Military Command of Ky Son commune (Ky Anh district) held a meeting to coordinate the implementation of national defense and security tasks.
In recent times, localities and units have focused on building a reserve force that is both productive and ensures sufficient personnel, possesses high combat capabilities, and is always ready to receive and complete all tasks. In particular, following the principle of "strengthening weaknesses," the entire provincial reserve force has received training according to the correct program, with sufficient content and ensuring quality. Like the militia, the reserve force is also making many important contributions to building new rural areas, disaster prevention and control, rescue operations, disease prevention, and maintaining security and order.
Lieutenant Colonel Tran Nam Long, Commander of the Hong Linh Town Military Command, stated: “We have advised and closely coordinated with the Party Committee and the government to effectively review, screen, manage, and select reserve soldiers to build a strong and widespread reserve force. We also consistently work alongside all levels and sectors in developing policies to support and retain reserve soldiers, and proactively implement measures and solutions to improve the management and operational capabilities of this force.”
Along with excellent production skills, the reserve forces in the area are also always determined in training and exercises and ready to participate in combat when ordered to do so.
Aware of their roles and responsibilities, the reserve soldiers are constantly striving to fulfill all tasks in the new situation. Comrade Ha Huy Dung, a reserve soldier from Company 5 (841st Regiment), shared: “In our dual roles as soldiers and civilians, besides improving our combat capabilities and being ready for assignments, we have continuously focused on labor and production to improve our family lives, build a prosperous and beautiful homeland, and strengthen the close bond between the military and the people.”
Colonel Hoang Anh Tu, Deputy Commander and Chief of Staff of the Provincial Military Command, stated: “Currently, the reserve force is registered, managed, and organized to ensure a fairly high percentage of correct and nearly correct military professional qualifications (officers reaching 85%, non-commissioned officers reaching 79.2%), meeting the requirements for training, inspection, readiness for mobilization, and deployment in emergency situations. Annually, the entire province has managed and organized the reserve force to achieve 91% of the target, technical equipment to achieve 100%; and the results of training, exercises, and readiness inspections for mobilization reached 99.7%...”.
