On the afternoon of June 7, related to the trial of the case that occurred at Cienco 6, the Hanoi People's Procuracy presented an impeachment statement against the defendants in the case "Violations against regulations on management, use state property causing loss and waste”.
The Procuracy proposed to fine defendant Can Hong Lai (born in 1955, former General Director of Traffic Construction Corporation 1 - Cienco 1) for 9-10 years; Pham Dung (born in 1961, former Chairman of the Member Council) 9-10 years in prison; Le Van Long (former Chief Accountant) 4-5 years; Nguyen Manh Tien (former Head of Market Planning Department) 36-42 months in prison; Nguyen Thi Bich Hanh (former Deputy Finance and Accounting Department) 36-42 months in prison.
In addition to the proposed sentences for the former leaders of Cienco 1 as above, the prosecution also proposed to fine defendant Nguyen Ngoc Tuyen (former auditor of A&C Auditing Company, now Deputy General Director of the Company). Auditing and Valuation (ASCO) and Nguyen Anh Tuan (Appraisal) with the same prison term of 24-30 months.

The Procuratorate also asked the court to order the defendants Pham Dung and Can Hong Lai to jointly compensate the State for more than VND 54,7 billion for damages due to the failure to determine the land price according to the market value.

“The criminal acts of the defendants, which caused nearly VND240 billion in damage to the State, are particularly serious. The indictment against the defendants is grounded and in accordance with the law," the procuracy commented.
The impeachment statement states that defendant Pham Dung is the Chairman of the Members' Council, Head of the Equitization Steering Committee, who is the person most responsible for helping the Minister of Transport to direct and organize the equitization of Cienco 1.
During the process of presiding over and holding meetings related to the determination of enterprise value and appraisal of the equitization plan, the defendant did not include the content of the settlement of the debt of VND 184,9 billion to request the defendant. projection, bringing this debt into the enterprise value.
