Hai Phong simultaneously held inauguration and groundbreaking ceremonies for 12 projects and works.

On the afternoon of May 11th, to commemorate the 70th anniversary of the liberation of Hai Phong, the awarding of the title of Heroic City, and the 2025 Red Phoenix Flower Festival, Hai Phong City simultaneously held ceremonies to unveil plaques, inaugurate, and commence construction on 12 projects and works. These ceremonies were held in person at the North Cam River Political -Administrative Center and online to 11 other locations throughout the city.

Attending the event live at the North Cam River Political and Administrative Center were: Tran Luu Quang, Secretary of the Central Committee of the Communist Party of Vietnam and Head of the Central Policy and Strategy Committee; Le Tien Chau, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Hai Phong City Party Committee and Head of the Hai Phong City National Assembly Delegation; Le Anh Quan, Standing Vice Chairman of the Hai Phong City People's Committee; Pham Van Thep, Head of the Propaganda and Mass Mobilization Department of the Hai Phong City Party Committee; Le Ngoc Chau, Deputy Secretary of the Hai Duong Provincial Party Committee and Chairman of the Hai Duong Provincial People's Committee, along with leaders of various departments and agencies of Hai Phong City and Hai Duong Province.

Comrades Nguyen Van Tung, Deputy Secretary of the City Party Committee and Chairman of the People's Committee of Hai Phong City, attended at the Cat Bi International Airport location; Do Manh Hien, Standing Deputy Secretary of the Hai Phong City Party Committee, attended at the groundbreaking ceremony for the Trang Due 3 Industrial Park Project; Pham Van Lap, Chairman of the Hai Phong City People's Council, attended at the commencement ceremony for the New Urban Area Construction Investment Project in Duong Kinh District and Kien Thuy District; and other members of the Standing Committee of the City Party Committee and Vice Chairmen of the People's Committee of Hai Phong City attended at other locations throughout the city.

Specifically, Hai Phong City held a ceremony to unveil the plaque for the City's Political and Administrative Center project. This project consists of 14 buildings, designed symmetrically along two axes, North-South and East-West, meeting the requirements for the city's political system headquarters; and also unveiled the plaque for the City's Conference and Performance Center project with a capacity of 1,500 seats.

In addition, the groundbreaking ceremony was held for the expansion project of the aircraft parking area at Cat Bi International Airport (phase 2), with a total investment of VND 1,151 billion. The project, built on an area of 13.68 hectares, comprises two phases, providing 5 Code C aircraft parking positions in phase 1 and 6 Code C aircraft parking positions in phase 2.

The Vinhomes Golden City urban complex project, covering over 240 hectares with a total investment of over 23,000 billion VND, has commenced construction in Duong Kinh District and Kien Thuy District. This is the fifth urban development project undertaken by Vinhomes in Hai Phong. The Vinhomes Golden City complex aims to become a new international trade hub in Hai Phong and the entire Northern key economic region.

The Singapore International Education Complex project, recently inaugurated, covers a total area of 3.04 hectares, with a capacity of 1,500 students from preschool to grade 12, and a total investment of approximately 360 billion VND, divided into two phases. The school is built to international standards, aiming to create a modern, comprehensive, and friendly learning environment where students can develop intellectually, in life skills, and in character.

The technical opening ceremony for the transportation routes under the model new rural development program in Dai Hop commune, Kien Thuy district, took place. The project has a total investment of 105 billion VND, constructing 21 roads with a total length of 10,918 meters.

The Tien Cuong 2 Industrial Cluster, inaugurated in this phase, covers an area of over 50 hectares with a total investment of nearly 700 billion VND. Its infrastructure is already in place, fully meeting the conditions for investors to commence factory construction immediately after land handover.

Hai Phong City Political and Administrative Center

Phase 1 of the Pegatron Vietnam Company Limited's employee housing project, covering an area of 5.04 hectares with a total investment of up to US$68.3 million (approximately VND 1,600 billion), has been inaugurated. It includes 4 buildings for workers, 2 buildings for staff, and 1 utility building with fully equipped modern functional rooms.

The social housing project in Dong Hai 2 ward, Hai An district, has commenced construction on a scale of 22.4 hectares, including social housing; commercial townhouses; commercial high-rise apartments… aiming to create a modern urban area with a synchronized technical infrastructure system, addressing part of the increasing housing demand in Hai An district as well as throughout the city.

On this occasion, the city held a ceremony to unveil the plaque for the investment project to build the South Binh Bridge Interchange Park, covering an area of 2.2 hectares with a total investment of 134 billion VND.

Simultaneously, construction began on a 5-star hotel project in So Dau ward, Hong Bang district, consisting of a 30-story building above ground and one basement level, designed to 5-star hotel standards with 343 rooms.

The groundbreaking ceremony for the Trang Due 3 Industrial Park covered an area of 652.73 hectares in Truong Thanh, Truong Tho, An Tien, and Bat Trang communes, An Lao district; with a total investment of over 8,000 billion VND; and was oriented towards attracting businesses in the high-tech sector, creating a linkage chain between the electronics and electric vehicle industries, and environmentally friendly supporting industries.

These 12 key projects are highlights that contribute to changing the urban landscape, gradually transforming Hai Phong into a city on par with cities in the region and the world, a key growth pole in the North, and among the top 5 localities with the largest economies in the country.

These are not only milestones in development, but also affirm the character and stature of Hai Phong in the new era, the era of national progress; affirming the spirit of unity, responsibility, innovation, and strong aspiration for advancement. The Party Committee, government, people, and armed forces of Hai Phong City are united in their determination to build and develop the city into a model city for the whole country, as President Ho Chi Minh instructed.

Speaking at the event, Comrade Le Anh Quan, Standing Vice Chairman of the People's Committee of Hai Phong City, stated that over the past 70 years since the liberation of Hai Phong, the city has become a modern, smart, and livable urban center, gradually realizing its aspiration to become a growth engine and a maritime economic center, progressively affirming its role as a major socio-economic center of the Red River Delta region, a bright spot in the overall picture of the country, with the material, cultural, and spiritual lives of the city's people continuing to improve, making it a dynamic destination in the global value chain.

Over the past period, Hai Phong City has directed local departments and agencies to decisively focus resources, remove all bottlenecks, overcome all difficulties and obstacles, and finish key projects of the city ahead of schedule in 2025.

To date, 33 construction projects and initiatives in the city have been registered for commencement, inauguration, technical opening, and plaque unveiling, with a total investment exceeding 63,000 billion VND. These include 15 projects that commenced construction, 2 projects that had their foundations laid, 3 projects with plaque unveilings, 1 project that was officially opened, 1 project that underwent technical opening, and 11 projects that were inaugurated.

The aforementioned projects are of particular importance and have a ripple effect, promoting economic development in the fields of transportation, industry, social housing development, urban expansion, socio-economic development, ensuring national defense and security, and strengthening international integration. They create a foundation for socio-economic development and contribute to creating a favorable investment and business environment. At the same time, they realize the policies of the Party and the State, creating important momentum to promote growth and strive to achieve the city's socio-economic development target of 12.5% by 2025.

Comrade Le Anh Quan, Standing Vice Chairman of the People's Committee of Hai Phong City, requested that for projects and works that are inaugurated, opened for technical traffic, or have their signs installed, departments, localities, and investors should promptly organize operation and exploitation to maximize investment efficiency; promote reform and innovation, enhance competitiveness; and promote the socio-economic development of the locality in particular and Hai Phong City in general, serving the material and spiritual lives of the people even better.

For groundbreaking ceremonies, investors and contractors should concentrate machinery, equipment, manpower, and resources, and immediately begin construction on projects, striving to complete them ahead of schedule, ensuring quality, technical, and aesthetic requirements, avoiding cost overruns, bringing them into operation early, maximizing investment efficiency, and ensuring absolute safety during construction.

City departments and agencies, as well as the People's Committees of districts and communes, should promptly resolve obstacles and difficulties, focus on land clearance, and create the best conditions for investors and contractors to carry out construction, ensuring security and order during the construction process.
