As of April 8, 2024, the Quang Ninh Customs Department collected 4,927.3 billion VND in revenue, an increase of 18.3% (762 billion VND) compared to the same period in 2023, reaching 39.42% of the target set by the Ministry of Finance (12,500 billion VND); and 37.9% of the target set by the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee (13,000 billion VND). |
In an exchange with reporters, the head of the Import-Export Tax Department of the Quang Ninh Customs Department stated that budget revenue collected in the area during the first quarter of 2024 increased sharply due to the Vietnam Coal and Mineral Corporation and the Northeast Corporation increasing the quantity of imported coal to serve the needs of electricity production, leading to a rise in revenue from imported coal compared to the same period last year. As of April 8, 2024, revenue from imported coal reached VND 2,147.62 billion, an increase of 60.7% (VND 811 billion). In addition, due to the improving production, business, and import-export activities of enterprises, revenue from raw materials for animal feed production, machinery, equipment, and supplies for investment projects increased significantly. Specifically, revenue from raw materials for animal feed production increased by 39.49% (VND 63 billion). Revenue from machinery, equipment, and materials for investment projects increased by 43.02% (an increase of 42 billion VND)...
Along with closely monitoring developments in key revenue-generating sectors, the Quang Ninh Customs Department has organized various flexible and creative activities to support businesses, from the departmental level to the sub-departments, contributing to attracting and retaining businesses to conduct customs procedures in the area.
For example, in March 2024, the Hon Gai Port Customs Branch organized a meeting to express gratitude to businesses engaged in export and import activities in the area, with the participation of representatives from nearly 60 businesses. These included businesses in and outside industrial zones, businesses with high revenue, and notably, representatives from six large projects that had recently received investment licenses and were preparing for implementation.
Also in March, the Mong Cai Border Gate Customs Branch organized a consultation conference with processing, export manufacturing, and FDI enterprises engaged in import and export activities in the area, focusing on "Guidance and dissemination of procedures related to export processing enterprises, processing, export manufacturing, settlement reporting, and reprocessing." The conference involved exchanging information, discussing, and receiving feedback on difficulties and obstacles in import and export activities, as well as issues in goods handling procedures, in order to promptly resolve them within their authority and propose solutions to higher authorities.
Previously, in February 2024, the Cam Pha Port Customs Branch established a working group to visit the headquarters of three businesses involved in import and export activities in the area to disseminate information, exchange ideas, and provide support to the businesses…
To practically support businesses, the Quang Ninh Customs Department also maintains the operation of support teams, providing information on mechanisms, policies, and customs procedures to businesses at two levels (department and sub-department). Priority is given to supporting new businesses involved in import and export, and new investors in the area, to regularly monitor, receive, and resolve difficulties and obstacles faced by businesses in the import and export sector, thereby supporting and facilitating their operations.
Thanks to the active support and collaboration of Quang Ninh Customs in the first quarter of 2024, 828 businesses participated in customs procedures in the area (including 273 businesses within the province and 555 businesses outside the province); customs procedures were processed for 28,547 declarations, with a total turnover of 3.7 billion USD, an increase of 48% in declarations and 40% in turnover compared to the same period in 2023.

With a determination to strive to complete and exceed revenue collection targets, the Quang Ninh Customs Department has been focusing on implementing decisive and comprehensive solutions to manage and increase revenue.
Specifically, the focus is on accelerating administrative procedure reforms towards transparency, convenience, ease of implementation, and reducing customs clearance time and costs for businesses, thereby enhancing competitiveness, encouraging investment and production, and attracting businesses to handle customs procedures, contributing to increased state budget revenue. Proactively engaging with businesses (in person, via phone, email, etc.) to gather information on their import and export activities and supporting them in resolving difficulties or proposing solutions to relevant authorities to facilitate import and export operations. Simultaneously, based on the results of business satisfaction assessments regarding service quality, the unit will review operational procedures to further reduce customs clearance time, enhance competitiveness, and maximize convenience for import and export activities.
Alongside facilitating business attraction and promoting import and export activities in the area, the Quang Ninh Customs Department is also resolutely implementing solutions to combat revenue loss. Specifically, the unit is focusing on urging, recovering, and handling outstanding debts in 2024; strengthening the fight against fraud through codes, tax rates, and valuations; promoting the application of risk management; improving the quality of post-clearance inspections; and combating smuggling and illegal transportation of goods across the border... all aimed at building a transparent, safe, and convenient import and export environment for businesses.
