The Education Look Back 2025 report, released on September 9th by the South Korean Ministry of Education and the Institute for Educational Development, shows that the country is actively investing in cultivating talent and strengthening national competitiveness. According to the report, as of last year, 56.2% of South Korean adults aged 25-64 had completed higher education, far exceeding the OECD average of 41.9%.
In particular, among young people aged 25-34, this rate reached 70.6%, making South Korea the only OECD country to exceed 70%. Canada ranked second with 68.86%, followed by Ireland with 66.19%.
The Ministry of Education stated that since 2008, South Korean youth have consistently ranked first among OECD countries in terms of university completion rates. This result is considered a stable and sustainable trend.
In addition, public spending on education in South Korea has also increased significantly. In 2022, average spending per student reached $19,800, a 24.9% increase from the previous year and considerably higher than the OECD average of $15,000. At the university level, this figure increased by 8.3% to $14,600.
