Thousands of teachers are marginalized by the supplemental income policy.

Approximately 8,500 teachers from over 380 schools in Hanoi are concerned because they are not receiving the additional income benefits granted to civil servants and public employees in the capital city.


Ms. H, a primary school teacher in Dan Phuong District (Hanoi), said that last January she was delighted to hear that she would receive an additional income.

She calculated that, with approximately 17 years of work and a salary coefficient of 3.66, if she received additional income, she would have earned more than 4.2 million VND. However, just a few days later, the District People's Committee issued a document canceling the decision to allocate additional funds for this extra income, leaving her and her colleagues very disappointed.

Thousands of teachers in Hanoi are concerned because they have not received the additional income stipulated by the city's policy (illustrative image).

Ms. H. is among thousands of teachers who are not eligible for the city's additional income allowance. Resolution 46/2024/NQ-HĐND dated December 10, 2024, of the Hanoi City People's Council stipulates the payment of additional income allowances to officials, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units.

The allocation is 0.8 times the basic salary, including 0.5 times the monthly payment, with the remainder at the end of the year. Hanoi has decided to allocate approximately 3,800 billion VND per year for this. With a salary coefficient of 2.1 - 6.78, teachers can receive an additional 2.46 - 7.93 million VND per month.

However, according to the resolution, officials and employees working in public service units that generate revenue (not fully covered by the state budget) are not eligible. Specifically, 119 high schools are classified as "regularly autonomous" and 250 schools from preschool to junior high school are selected for a pilot program of "ordering educational services".

Autonomy is merely a formality; teachers cannot be left at a disadvantage.

In a petition sent to Thanh Nien Newspaper, more than 8,500 teachers argued that the fact that most civil servants who are teachers do not receive the additional income as stipulated in Resolution No. 46 is a significant oversight.

Mr. Nguyen Van Duong, a teacher at Phu Xuyen A High School, representing thousands of teachers who signed the petition, pointed out the reality: public schools that are partially or fully autonomous are merely doing so in name only, changing the method of allocation from budget allocation to ordering educational services; in essence, they remain public service units fully funded by the state budget.

The revenue of these units comes from tuition fees, which will be deducted from the budget allocated by higher authorities. The tuition fees collected will be used to supplement salary expenses; for the development of educational activities; for professional and technical work... and not to increase revenue to raise income.

These teachers argue that cutting additional income for teachers will create inequality among city officials and civil servants. Even among civil servants, some will receive additional income while others will not.

On the other hand, from September onwards, in accordance with the Politburo 's policy of waiving all tuition fees for students in public schools from kindergarten to high school nationwide, these institutions will no longer have any source of revenue. Therefore, these public schools will essentially still be fully funded by the state budget for their operating expenses.

Previously, teachers in Hanoi also expressed their concerns and submitted petitions because Government Decree 73, issued in June 2024, stipulates bonuses for military personnel and civil servants, but thousands of teachers in Hanoi did not receive them because their schools were classified as "autonomous".

Subsequently, on February 25th, the 16th Hanoi City People's Council passed a Resolution on financial support (with an expenditure of nearly 255 billion VND) to compensate for bonus payments as stipulated in Government Decree 73 for teachers of 381 public educational institutions that are self-financing their recurrent expenditures and implementing a pilot program of ordering educational services using the Hanoi City state budget.
