Early in the morning at the My Thuan Commune Public Administrative Service Center, many people came to complete administrative procedures. Instead of submitting paper documents, many were guided by officials to log in to the online public service, complete their information, and submit their applications via smartphone. Commune officials guided people through each step, from creating an account and verifying information to submitting electronic applications. According to the My Thuan Commune People's Committee, the rate of applications received and processed using the paperless method in the commune reached 40-50% of the total number of applications received. Some areas with high implementation rates include birth registration, death registration, issuance of copies of civil registry extracts, and confirmation of marital status.
Mr. Pham Van Hung, Deputy Director of the My Thuan Commune Public Administrative Service Center, stated that the acceleration of administrative procedures has brought about significant changes in the center's operations. Previously, documents were primarily received, stored, and circulated in paper form; now, the majority are updated and processed electronically, ensuring transparency, openness, and ease of tracking. The digitization process shortens processing time, reduces errors in circulation, and lessens the pressure of document storage and preservation. Citizens are gradually developing the habit of using online public services, proactively searching for information, and preparing complete documents from the outset. This is not only a change in working methods but also a shift in awareness, contributing to improved service quality and the development of a modern and professional administration.
Ms. Phan Thi Luyen, residing in Son Tien hamlet, My Thuan commune, came to the commune's Public Administrative Service Center to complete the procedure for obtaining a copy of her grandchild's birth certificate. Her house is more than 7km from the commune center, so previously, each time she needed to complete paperwork, she had to travel back and forth multiple times, wasting time. This time, Ms. Luyen was guided by staff to log into the Public Service Portal on her phone, fill out the information, and submit the application online right at the counter. “By completing administrative procedures on my phone, I can track the processing progress, and if additional documents are needed, the staff will clearly inform me, eliminating the need for multiple trips like before. This method helps people save time and travel costs.”
Immediately after the Lunar New Year holiday, the Binh Son Commune Public Administrative Service Center quickly resumed its daily work. At the reception counters, staff focused on operating the system, briefly exchanging information with citizens about file codes and processing progress. Many procedures were carried out quickly and efficiently, and citizens no longer had to bring as many documents as before. Mr. Do Thanh Hai, a civil servant at the Binh Son Commune Public Administrative Service Center, said: “From the beginning of the year, we identified promoting paperless administrative procedures as a key task. All received documents are updated, processed, and circulated electronically. Center staff guide citizens in using online public services, digitally signing, and making online payments according to regulations. During the implementation process, we proactively reviewed procedures to ensure that documents are processed on time and in accordance with regulations, minimizing the request for unnecessary additional documents to improve service quality and create convenience for citizens.”
