Digital skills "stations"
Since mid-May, youth union organizations in communes and wards across Hung Yen province have been actively implementing the "1+30" model to support and enhance digital knowledge and skills, and facilitate online public services for citizens.
Tran Lam Ward is one of the bright spots in implementing the "1+30 - Youth accompanying digital citizens" model. The "blue uniforms" are present at the ward police station, the ward's Public Administration Center, as well as at village cultural centers, residential areas, and people's homes to guide and support digital skills.

Following the administrative merger, Tran Lam ward now comprises 87 villages and residential areas with over 92,000 people. The ward's Youth Union has organized literacy classes, supported residents in using public services and digital utilities, etc. Through these efforts, the ward has enhanced the effectiveness of digital transformation in the community and built an image of youth who are close to the people, responsible, and proactive.
According to Ms. Dang Duy Phuong, Secretary of the Tran Lam Ward Youth Union, the "1+30" model involves each Youth Union member directly assisting at least 30 people in accessing and using digital platforms and online public services.
As soon as the "1+30" model was implemented in the ward, nearly 100 youth union members registered to participate regularly.
To date, youth volunteer teams have assisted more than 1,000 people in carrying out administrative procedures, installing and using VNeID, making cashless payments, submitting online applications, applying for citizen identification cards for children under 14 years old, and accessing digital utilities serving daily life.

Participate in building digital government and digital citizens.
According to Mr. Thieu Minh Quynh, Secretary of the Hung Yen Provincial Youth Union, the "1+30" model is being implemented throughout the province by the Provincial Youth Union to support people in need of online public services, especially disadvantaged groups in digital skills, such as the elderly, people in rural areas, workers in industrial zones, and small traders in local markets.
Youth union members and young people play a core role in disseminating basic digital skills, supporting people in creating and using electronic identity accounts and public service accounts; guiding them in submitting online applications, making online payments, checking the results of administrative procedures, and using essential digital applications for daily life.

According to Mr. Quynh, the "1+30" model not only aims to support people in carrying out administrative procedures in the digital environment but also contributes to raising awareness and digital skills for the community, gradually forming the habit of using digital platforms in daily life. This contributes to promoting the development of digital government, digital society, digital economy , and digital citizens at the local level.
"The model is implemented flexibly, adapting to the actual conditions of each locality and unit; encouraging union members and young people to accompany the people in the long term in accessing and using digital technology , ensuring practicality, effectiveness, and widespread dissemination in the community," Mr. Quynh expressed.
In line with the "1+30" model until the end of 2026, the Hung Yen Provincial Youth Union also directs its branches to establish at least one task force to support people in using online public services. Each unit will organize one awareness campaign per week, one digital skills training class per month, and one direct support activity at the grassroots level per week.


The Hung Yen Provincial Youth Union has also launched a campaign of "30 days of support for people using online public services." Key activities include: organizing youth teams to provide support at the "one-stop" service center; guiding people in creating accounts and submitting online applications; assisting with the installation and use of the VNeID application and electronic payments; raising awareness about the benefits of digital transformation and online public services; and organizing training sessions and providing guidance on basic digital skills in the community.
