The Thanh Chuong District People's Council approved the proposal to recognize the expanded Thanh Chuong town as a type V urban area.

On the afternoon of March 29th, the Thanh Chuong District People's Council held its 10th session (special session), 20th term, 2021-2026, to perform its functions within its legally prescribed authority. During this session, the District People's Council approved the proposal to recognize the expanded Thanh Chuong town as a type V urban area.

Comrades Nguyen Hai Duong - Member of the Provincial Party Committee, Secretary of the District Party Committee, Chairman of the District People's Council, and Nguyen Thi Quynh Nga - Vice Chairman of the District People's Council, presided over the meeting.

At the meeting, the delegates of the Thanh Chuong District People's Council discussed and passed a resolution on the proposal to recognize the expanded Thanh Chuong town as meeting the criteria of a type V urban area.

According to the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050, the expanded Thanh Chuong town is oriented towards becoming a type IV urban area. Simultaneously, based on Resolution No. 35, dated July 12, 2023, of the Standing Committee of the National Assembly, which stipulates the administrative units at the district and commune levels subject to restructuring in the 2023-2030 period, the two communes of Thanh Linh and Thanh Dong are subject to restructuring as their natural area is less than 20% and their population is less than 300% of the standard for an administrative unit; these two communes are adjacent to Thanh Chuong town.

According to the plan for reorganizing commune-level administrative units in Nghe An province for the period 2023-2025, it is expected that the entire natural area and population of Thanh Linh and Thanh Dong communes will be merged into Thanh Chuong town to form an expanded Thanh Chuong town, with an area of ​​19.85 km2 and a population of approximately 22,374 people.

The Thanh Chuong District People's Council's resolution approving the proposal to recognize the expanded Thanh Chuong town as meeting the criteria of a type V urban area serves as the basis for submission to the Department of Construction for appraisal before being presented to the Provincial People's Committee for approval.

This also serves as the basis for Thanh Chuong district to establish and adjust the administrative boundaries of the expanded Thanh Chuong town according to the Nghe An province's plan for rearranging commune-level administrative units in the 2023-2025 period.

This is also consistent with the National Urban Development Program, the Master Plan for the Development of the Urban System of Nghe An Province, the Nghe An Provincial Planning, and the Thanh Chuong District Regional Construction Planning; and meets the requirements and aspirations of the people of Thanh Chuong District.

At this session, the Thanh Chuong District People's Council also reviewed and approved resolutions to adjust the budget estimates and local budget allocation plan for 2023; and to adjust the public investment plan for 2023.

Accordingly, the Thanh Chuong District People's Council decided not to proceed with the investment in two projects included in the 2023 public investment plan, which had been approved by the District People's Council in Resolution No. 14, dated December 15, 2022. These include the work of preparing land use plans, surveying, registering land, establishing a cadastral database and issuing land use right certificates (due to no current need); and the Thanh Khe commune hall project (due to the commune merger in the 2023-2030 period).
