On the morning of September 19th, the Ministry of Interior organized an online conference to disseminate the 2024 Archives Law and its detailed regulations to the People's Committees of provinces, cities, and communes/wards.
Attending the meeting at the Hue City People's Committee location was Mr. Nguyen Chi Tai, Standing Committee member of the City Party Committee and Vice Chairman of the City People's Committee.
The Archives Law No. 33/2024/QH15 was passed by the 15th National Assembly on June 21, 2024, and came into effect on July 1, 2025. The law comprises 8 chapters and 65 articles, comprehensively regulating the management of archival documents and databases, archival operations, documents of special value, private archives, archival services, state management, and implementing provisions.
According to the Ministry of Interior, the promulgation of the 2024 Archives Law aims to institutionalize the Party's policies, overcome shortcomings in archival work, and promote the application of information technology to meet the requirements of sustainable development and international integration.
A key new feature is the addition of private archival documents to the National Archives, ensuring that this archive fully reflects Vietnam's records. The Law also clearly defines the authority of Ministers and heads of central agencies in issuing retention periods for records and documents under their management, after consulting with the Ministry of Interior.
Regarding the deadline for submitting records and documents to historical archives, the Law stipulates a maximum of 5 years from the year of submission to the current archive. Classified documents may only be submitted after declassification in accordance with the law.
Notably, the Law requires that documents from the People's Councils and People's Committees at the commune level be submitted to the historical archives. This is a step towards overcoming the long-standing limitations of the past, where the volume of documents at the commune level was very large, but the limited infrastructure and human resources led to damage and loss.
Another progressive aspect is the regulation on electronic document storage. The law affirms that digitally archived documents have the same legal value as data messages; it also addresses documents created in digital form, digitized versions, digital archives, and the procedures for collecting, storing, exploiting, and destroying electronic documents that have lost their value.
For documents of exceptional value, the Law sets out content and form criteria to identify, inherit, and expand the concept of valuable and rare documents in the 2011 Archives Law.
In particular, the Law designates January 3rd of each year as Vietnam Archives Day, aiming to affirm the important role of archival work and to express gratitude to those who work in this field.
