Hiep Duc will re-establish Que Tan commune.

Using the old name: Que Tan commune

The draft plan for the reorganization of commune-level administrative units for the period 2023-2025 has just been approved by the Standing Committee of the Hiep Duc District Party Committee. Accordingly, the district proposes merging the entire natural area and population of Hiep Thuan commune with Hiep Hoa commune to establish a new commune-level administrative unit.

After reorganization, the new administrative unit has an area of ​​91.28 km2 (reaching 182.5%) and a population of 4,420 people (reaching 88.4%); meeting the area standard but not the population standard according to Resolution No. 1211 of the Standing Committee of the National Assembly .

After the reorganization, the new administrative unit is tentatively named "Que Tan" commune, comprising 5 villages: Thuan An, Tan Thuan, Tra Linh Tay, Tra Linh Dong, and Binh Kieu. Regarding the workplace, it will temporarily be located at the current Hiep Hoa commune headquarters.

According to the roadmap, in 2024, Hiep Duc district will complete the merger of Hiep Thuan and Hiep Hoa communes; complete the reorganization of grassroots Party organizations, the Fatherland Front, and political and social organizations; proceed with the reorganization and consolidation of the organizational structure, and the placement of cadres, civil servants, and non-specialized personnel; focus on resolving surplus benefits and policies; reorganize and handle public offices and assets; retrieve old seals and engrave new seals for organizations; and carry out the conversion of relevant documents of individuals, organizations, and businesses due to changes in the boundaries and names of commune-level administrative units undergoing reorganization in the 2023-2025 period.

Mr. Nguyen Van Tinh, Secretary of the District Party Committee and Chairman of the District People's Council of Hiep Duc district, said that Hiep Thuan commune and Hiep Hoa commune are two adjacent administrative units, sharing a common administrative boundary; both are located entirely on the northern bank of the Tranh River; and both share the same DH.5.HD road.

Previously (during the period 1982-1989), Hiep Thuan and Hiep Hoa communes belonged to Que Tan commune; in 1989, they were established based on the division of Que Tan commune. Furthermore, the two communes share similar historical traditions, culture, customs, practices, and socio-economic development conditions…

Therefore, merging the entire area and population of Hiep Thuan and Hiep Hoa communes to form a new administrative unit will create favorable conditions for local management; investment in infrastructure; and concentration of resources for socio-economic development and improving people's lives.

“To date, Hiep Duc has followed the roadmap and guidelines from central ministries, departments, and the province regarding the merger of administrative units. The district has submitted the plan for rearranging commune-level administrative units for the period 2023-2025 to the province earlier than the stipulated time,” Mr. Tinh said.

Consensus

According to Mr. Nguyen Van Tinh, the merger of Hiep Thuan and Hiep Hoa has many advantages, but some issues require a roadmap for resolution. Specifically, it is projected that after the reorganization, 17 civil servants and 12 non-specialized personnel will be redundant. This issue will have some impact on morale.

However, a positive aspect is that the district has not recruited civil servants for the past two years, so the surplus civil servants who meet the criteria will be assigned to work within the district or in other communes. Other cases will be encouraged to retire early, receiving benefits and policies as stipulated by the central and provincial authorities.

From the people's perspective, although they agree with the merger policy, they are concerned about the adjustment of procedures, documents, and personal and family records when establishing the administrative unit with a new name.

“Through the merger of Tan An town and Que Binh commune in the period of 2019-2021, we believe that the key to successfully implementing the policy of administrative unit reorganization is effective communication and mobilization to ensure that officials, Party members, and the people understand the policy. Secondly, based on thorough surveys and assessments, the development of proposals and plans must be consistent and unchanging,” Mr. Tinh said.

According to our findings, thanks to effective communication and dissemination of information, officials, Party members, and the people of the two communes are generally in agreement with the policy of merging administrative units.

Mr. Luong Phuoc Nghia, Secretary of the Party Committee of Hiep Hoa commune, said that the commune is waiting for the district's restructuring plan to organize a public consultation. In general, officials, Party members, and the people agree with the merger plan.

“The merger was scheduled for August-September 2024, but the Party Committee, government, Fatherland Front, and political organizations clearly defined their mindset and focused on doing their assigned tasks well according to the annual plan. As a result, many tasks in the first quarter were completed, such as organizing the Fatherland Front congress, the Vietnam Youth Union congress in the commune, and military recruitment…” - Mr. Nghia said.

Mr. Tang Van Chien, Secretary of the Party Committee and Chairman of the People's Council of Hiep Thuan commune, said that the Party Committee always encourages officials, civil servants, and non-professional workers to strive to do their jobs well before the merger is carried out.

At the same time, we hope that higher authorities will continue to pay attention and implement reasonable policies regarding the surplus personnel resulting from the merger of administrative units. In the long term, consideration should be given to locating the office in a central location for the convenience of both officials and citizens...
