Accordingly, the "Four Good Party Branches" and "Four Good Grassroots Party Committees" comprise four core criteria: leadership in successfully fulfilling political tasks; high-quality party activities; strong unity and discipline; and good cadres and party members. These criteria aim to enhance the leadership capacity and fighting strength of party organizations, build a clean and strong Party, and meet the requirements of the tasks in the new situation.

Coast Guard Region 1 is constantly improving the quality of training and combat readiness.

According to Major General Tran Van Hau, Secretary of the Party Committee and Political Commissar of Coast Guard Region 1, in order for the "4 Goods" model to spread and deeply penetrate into grassroots party committees, departmental party committees, and branches, and achieve high effectiveness, the Regional Party Committee has concretized it through directives, plans, and guidelines within the scope of each party committee. The Regional Party Committee regularly disseminates the content of the model's criteria to cadres and party members so that they can access, study, and implement it according to regulations during party day meetings, and prints the content of the criteria to be displayed in the club room on ships and in other common meeting places such as auditoriums and briefing rooms of agencies and units. Monthly, the Regional Party Committee assigns the Organization Department to inspect the quality of resolutions of grassroots party organizations throughout the Party Committee, as well as assigning and deploying Party Committee members and specialized cadres to attend meetings and check the results of implementing the evaluation criteria for "Four Good Party Branches" and "Four Good Grassroots Party Committees" of the assigned Party committees and branches. Through this approach, agencies and units have strived to improve, train, and promptly overcome the shortcomings of their organizations and individuals.

Squadron 102 is an independent unit stationed in Central Vietnam, far from the direct leadership and guidance of the Party Committee and the Commander of the Regional Command, and faces many operational difficulties. However, with effort, unity, and a high sense of responsibility, in recent years, the Squadron's Party Committee has always strictly adhered to the principles of Party life and provided comprehensive leadership in all aspects of work. In particular, it has maintained good relations with local Party committees and authorities in coordinating work and carrying out tasks.

Excellent models and innovative approaches from collectives and individuals are encouraged and replicated, linked to the periodic classification of the quality of party organizations, cadres, and party members. Party organizations have actively promoted digital transformation, implemented the "Digital Literacy Movement," utilized artificial intelligence (AI) technology, and applied QiMe; effectively exploiting digital platforms and technologies in leadership, guidance, and task implementation.

According to Colonel Tran Van Nam, Head of Political Affairs of Coast Guard Region 1, thanks to the special focus on building a strong Party from the grassroots level through the "Four Good Party Branches" and "Four Good Grassroots Party Committees" models, the leadership capacity and combat strength of Party committees at all levels have been enhanced. The Party Committee of Coast Guard Region 1 has led the unit to successfully complete its tasks of combat readiness, patrolling, inspection, control, maintaining law enforcement, protecting sovereignty , security, and order at sea; closely monitoring and managing the internal political situation; maintaining regular discipline, managing and training discipline, and preventing surprises in all situations. Officers, Party members, and soldiers throughout the Region are always united, overcome difficulties, uphold a high sense of responsibility, and are ready to accept and successfully complete assigned tasks. Thereby, contributing to building a clean and strong Party organization, and a comprehensively strong unit that is "exemplary and outstanding," meeting the requirements of national construction and defense in the new situation.
