Effectiveness of the "Skilled Mass Mobilization" Model

- In recent times, Ha Lang commune (Chiem Hoa district) has implemented many innovative public mobilization models to encourage people to embrace administrative reform and utilize online public services.

Diverse models of mass mobilization

The staff and civil servants of Ha Lang commune have implemented many innovative models, directly going to the grassroots level to guide people step-by-step on how to operate, install online applications, register accounts, and carry out administrative procedures.

Since 2023, many effective community mobilization models have been established, such as "Effective community mobilization teams guiding people in using online public services" and "community technology teams" in each village, bringing high efficiency to digital transformation. The entire commune currently has over 6 working groups comprising officials from the Fatherland Front , Women's Union, Youth Union, and village representatives, employing diverse methods of communication and working closely with the people. Beyond loudspeaker announcements and electronic bulletin boards, practical training sessions are held at village cultural centers or at individual households, helping people gradually become familiar with creating accounts on the National Public Service Portal, submitting online applications, and receiving results via phone. The Ha Lang commune has also intensified these efforts.

Comrade Hoang Duc Binh, Vice Chairman of the People's Committee of the commune, said: "Digital transformation is an inevitable trend, but we cannot rush it to ensure that people can access digital transformation and use online public services proficiently. Initially, people were hesitant; many had never even used smartphones to handle administrative procedures. Each responsible official proactively went down to each village, staying close to the people, explaining things to them, and working alongside them. When people see the practical benefits such as saving time and travel costs, they will gradually adapt and change their habits."

According to a report by the People's Committee of Ha Lang commune, as of April 2025, the percentage of people using online public services throughout the commune reached over 90%, notably in the fields of Justice, Labor - War Invalids and Social Affairs… Notably, after only 8 months of implementing the model, the percentage of people using online public services at levels 3 and 4 increased from 15% to nearly 60%.

Grassroots propagandists

A notable aspect of this community mobilization model is the selection of exemplary citizens with technological knowledge to become "grassroots communicators." These individuals are often respected and familiar faces within the community, making it easier to build trust and encourage participation. This approach leverages the power of the community, bringing technology closer to the people in a natural and persuasive way.

Ms. Mai Thi Tham, Head of the Digital Technology Team in Ha Lang commune, said: “We prioritize selecting people who are close to the people and trusted by them, such as village heads, Party branch secretaries, and youth union members, to be grassroots communicators. They not only understand the local area and grasp the people's psychology but also flexibly guide and support in a way that suits each household. Thanks to this closeness, encouraging people to use online public services becomes easier and more effective. Each communicator is truly a 'soft bridge' between technology and the daily lives of the people.”

Thanks to persistent and flexible public relations efforts, after 8 months of implementation, the percentage of people using online public services at levels 3 and 4 in Ha Lang commune has skyrocketed from 15% to nearly 60%. This not only helps shorten the time for resolving administrative procedures and save travel costs, but also enhances the transparency and efficiency of local government operations.

“At first, I didn't know anything about online public services. I only heard officials say that paperwork was very fast and I didn't need to go to the commune office anymore. Officials came to my house to guide me, bringing computers and phones, showing me step-by-step with great enthusiasm and detail. Now I'm proficient, and everything seems much simpler,” shared Ms. Ban Thi Huan from Na Khau village.

Effective mass mobilization has become a solid foundation, helping Ha Lang commune gradually overcome barriers and create a significant transformation in the awareness and habits of its people in building a digital government and a digital society. Through many practical mass mobilization models closely aligned with the grassroots, Ha Lang commune has affirmed the important role of mass mobilization in digital transformation, thereby bringing the Party and State's guidelines and policies closer to the people.
