Given its unique characteristics, Tran Bien entered operation under a two-tiered local government model facing considerable pressure. However, practical experience shows that the new system quickly stabilized and proved effective. Behind this success lies the close attention and decisiveness of the local leadership team and their approach of being close to and respecting the people in resolving issues.
Stay on-site and dismantle from the ground up.
Despite its exceptionally large population, the ward's entire staff of officials, civil servants, and non-specialized personnel comprises only 127 people. On average, each official serves over 1,600 residents. This pressure is clearly evident in the handling of administrative procedures. From July 1, 2025 to the present, the ward's one-stop service center has received and processed an average of approximately 2,000 applications per month.
Moreover, this area is currently implementing 36 public investment projects simultaneously, including many key projects of the city with a total investment capital of hundreds of thousands of billions of VND. The large volume of work places very high demands on the management and operational capacity of the local government.
According to Ho Van Nam, Standing Committee member of the City Party Committee, Party Secretary, and Chairman of the People's Council of Tran Bien Ward, the true test of the local government's capabilities lies in construction projects. With greater decentralization of land and land clearance, localities must also directly address the most difficult issues, particularly those affecting the rights and interests of the people.
The sight of Party Committee and People's Committee leaders regularly present at construction sites, directly inspecting progress, engaging in dialogue, and resolving arising issues has become a familiar occurrence.
Recently, Comrade Ho Van Nam, Member of the Standing Committee of the City Party Committee, Secretary of the Party Committee, and Chairman of the People's Council of Tran Bien Ward, personally inspected and urged the progress of key transportation infrastructure projects in the area.
At the Cai Riverfront Road Project, Comrade Ho Van Nam requested that the units concentrate their resources and machinery to level and prepare the ground, proceeding with construction in stages. Regarding remaining obstacles, the People's Committee of the ward was tasked with closely coordinating with relevant departments to resolve them completely, striving to complete land clearance by June 2026.
This resolute spirit is also demonstrated in two important connecting projects: the road connecting Hung Dao Vuong Street to Vo Thi Sau Street and the road connecting Huynh Van Nghe Street to the Dong Nai River embankment. Although land clearance is basically complete, the head of the ward's Party Committee still requested the units to urgently complete the legal procedures to start construction soon, striving to put both roads into operation by the end of 2026.
The close involvement of local leaders not only contributed to accelerating the project's progress but also created positive effects in public relations work, unlocking resources for development.
Sharing his experience at the recent Conference summarizing one year of operation of the overall organizational model of the political system and the two-tiered local government model, the Secretary of the Tran Bien Ward Party Committee, Ho Van Nam, emphasized: Thanks to closely following the grassroots level, persistently engaging in dialogue, mobilizing, and persuading the people, many key infrastructure projects have achieved positive results.
For example, the Dong Nai riverside road, with a total investment of over 1.3 trillion VND, was completed on schedule at the beginning of 2026. The Thong Nhat Bridge, 564m long, was also completed and put into operation. Regarding the Cai riverside road, with a total investment of 574 billion VND, the local authorities are focusing on completing land clearance in June to accelerate construction and put it into use in December 2026, connecting seamlessly with the Thong Nhat Bridge and the central arterial road.
In particular, the project to repurpose Bien Hoa 1 Industrial Park is a prominent achievement in the local land clearance work. With an area of 329 hectares and over 1,500 households subject to relocation, the project has achieved approximately 96% land clearance to date. It is noteworthy that this result was achieved entirely based on the consensus of the people without any forced evictions.
Along with the transformation of infrastructure, the Aeon Mall shopping center, with a total investment of over 6.1 trillion VND, is also gradually taking shape in the area. The ward continues to review and adjust the planning, effectively exploiting the riverside land fund, creating momentum for socio -economic development associated with the goal of urban beautification into a civilized and modern city.
Improving the quality of service for the people.
Alongside infrastructure development, administrative reform has been identified as one of the local government's key priorities. By 2025, the People's Committee of Tran Bien Ward is expected to be ranked excellent by the city in terms of the Administrative Reform Index.
According to Ms. Nguyen Kim Bich Huyen, Vice Chairman of the People's Committee of the ward, the locality is focusing on innovating the one-stop and integrated one-stop mechanisms; standardizing the process of receiving and processing documents; promoting the application of information technology, aiming to build a modern, people-friendly administration that better serves the people.
In 2025, the Tran Bien Ward Party Committee achieved and surpassed 22 out of 22 targets set in the resolution, including 9 targets exceeding the plan; and was rated by the Standing Committee of the City Party Committee as having excellently completed its tasks. In 2026, as of May 18th, total budget revenue in the ward reached over 570 billion VND, equivalent to 54% of the annual budget estimate.
The results achieved are quite significant. The rate of applications processed correctly and on time reached 99.41% on the city's system and 99.14% on the systems of ministries and agencies. The rate of delayed online application processing decreased from 15.87% to 0.3%. To date, 100% of eligible procedures have been provided digitally, with 112 partially online public services and 247 fully online public services, and the online payment rate reaching 100%.

Nevertheless, local leaders frankly acknowledge that the biggest challenge currently is the disparity between the allocated staffing levels and the actual workload in a key area simultaneously implementing multiple large projects. This is an issue that needs continued attention to ensure the grassroots administrative apparatus operates more efficiently and sustainably in the future.
The practical operation of the two-tiered local government model in Tran Bien shows that, along with strong decentralization and delegation of power, the close involvement of the leaders, the sense of responsibility of the staff, and the consensus of the people remain the decisive factors in the effectiveness of local government operations.
