According to Mr. Nghia, the reason the capital source is "suspended" is because the Department of Agriculture and Rural Development (DARD) avoided responsibility and refused to advise the Provincial People's Committee to issue an "emergency construction order" before starting repairs. . This unit also does not advise on taking out capital but pushes all responsibility to the investor.

“The Department of Agriculture and Rural Development believes that in order to disburse funds, the cause of landslides and land cracks must be clarified. However, this is an off-site incident. If there was a shortage, the Central Government would supplement it, but the Department did not advise," Mr. Nghia said.

However, Mr. Pham Tuan Anh, Director of the Department of Agriculture and Rural Development of Dak Nong province, said that this advice is not provided by the Department alone but by many other agencies. This is a project under construction and has not yet been handed over, so the responsibility completely belongs to the investor.
