50% subsidy on health insurance premiums for students starting July 2025.

From July 2025, students nationwide will receive a minimum of 50% government support for their health insurance premiums, instead of the previous 30%.

Decree 188/2025/ND-CP provides detailed regulations and guidance on the implementation of several articles of the Health Insurance Law. Accordingly, from July 1, 2025, the State budget will support at least 50% of the health insurance premium for many groups, including students; village health workers; village midwives; forces participating in maintaining security and order at the grassroots level; part-time workers in villages and residential areas; and artisans awarded titles by the State.

According to current regulations, the health insurance contribution rate is 4.5% of the basic salary. The current basic salary, as stipulated in Decree 73/2024/ND-CP, is 2,340,000 VND/month. Therefore, the health insurance contribution is equivalent to 105,300 VND.

Previously, students received a 30% subsidy from the State for their health insurance contributions, meaning they had to pay 70% of their health insurance premiums each month, equivalent to 73,710 VND/month.

However, from July 1st, according to Decree 188/2025/ND-CP, students will receive a 50% subsidy from the State on their social insurance contributions, meaning they only need to pay a maximum of 52,650 VND per month, a reduction of more than 21,000 VND per month compared to before.

Students can choose to pay their health insurance premiums periodically using three methods: every 3 months, every 6 months, or every 12 months. The amount of health insurance premiums for students (after deducting the state budget subsidy) is as follows: If students pay every 3 months, the amount is 157,950 VND; if they pay every 6 months, the amount is 315,900 VND; if they pay every 9 months, the amount is 473,850 VND; and if they pay every 12 months, the amount is 631,800 VND.

Students participating in health insurance have the right to register for initial medical examination and treatment at one of the health insurance-covered medical facilities at the commune level and equivalent as prescribed, and can also choose and change their initial registration location at the beginning of each quarter.
