As a mountainous and border district, the people's life in Nam Po district still faces many difficulties, with a high rate of poor and near-poor households. According to the review results, Nam Po district was allocated funds by the Provincial Project Steering Committee to build 569 Great Solidarity houses for poor and near-poor households in 109 villages. In which, the first phase of the district implemented 1 Great Solidarity houses for poor and near-poor households in 125/15 communes with a total support budget of 15 billion VND (equivalent to 6,25 million VND/house). These are households with difficult circumstances, not yet able to build new houses, living in temporary, dilapidated houses.
In order to clearly define the roadmap, assign responsibilities for organizing the implementation and completion of the support to build houses for poor and near-poor households in the area, Nam Po district strives to complete 100% of houses (phase 1) before the date. 3/2/2024. Therefore, on the basis of the guidance of the Vietnam Fatherland Front Committee of the province, the Provincial Steering Committee, the Standing Board of Nam Po District Party Committee established a Steering Committee and a working group to assist in the implementation of the Project on Advocating for Support to Build a Union House. for poor households in Nam Po district towards the 70th anniversary of the Dien Bien Phu Victory (referred to as the District Steering Committee).
Mr. Thao Nhe Cang, Chairman of the Vietnam Fatherland Front Committee of Nam Po district said: With the motto "Benefactors support with money - People actively organize the construction of the Great Solidarity House" and the principle "Community helps" support, households actively build houses", in addition to promoting widespread propaganda among the people, especially poor and near-poor households eligible to build houses about the purpose, meaning, requirements and responsibilities of Households when implementing the plan to build houses, Nam Po district mobilized all resources, the drastic participation of the whole political system actively participated in helping people build houses in Dai Solidarity.
The review is carried out by Nam Po district to ensure publicity, democracy, objectivity, transparency, efficiency and on schedule. Supported households must also have legal, non-disputed residential land, in accordance with the residential area planning, ensuring enough land area to build a house according to regulations; actively organize the construction of houses and commit to the quality of works, construction progress... In case the support funds are not enough to allocate to households in the same area, priority should be given to poor households. near-poor members whose members are people with meritorious services to the revolution, are subject to social protection, have extremely difficult circumstances (elderly people, lonely people, etc.), and are frequently affected by natural disasters.
Also according to Mr. Thao Nhe Cang: Regarding housing quality requirements, it must ensure "3 hard", the minimum usable area is 36m2, especially difficult cases, single households, the elderly, usable area 30 square meter minimum. Encourage households that already have materials to build (legal) houses to build houses according to their ethnic traditions. It is strictly forbidden to destroy forests and illegally harvest timber to build houses.
