Support for improving the capacity of primary healthcare facilities.

On June 1st, the Ho Chi Minh City Department of Health launched a program to support capacity building for regional health centers in the city, including the Ho Tram Regional Health Center.

According to Associate Professor, Doctor Tang Chi Thuong, Director of the Ho Chi Minh City Department of Health, the first destination of the program is the Ho Tram Regional Medical Center – an area experiencing rapid development in tourism , services, and population, leading to an increasing demand for healthcare for residents and tourists.

Previously, the Ho Chi Minh City health sector had implemented many activities to provide professional and technical support to medical facilities in the Ba Ria - Vung Tau area, such as Vung Tau General Hospital, Ba Ria General Hospital, Traditional Medicine Hospital, and especially the Con Dao Special Zone Military-Civilian Medical Center. Based on the results achieved, the Department of Health continues to expand the support model to regional medical centers, with Ho Tram identified as a priority area in the initial phase.

Following a field survey of local facilities, human resources, and healthcare needs, the Ho Chi Minh City Department of Health assigned four leading hospitals to directly support the professional development of the Ho Tram Regional Health Center.

Specifically, Children's Hospital 1 supports the development of pediatric specialties; An Binh Hospital supports the fields of Emergency, Resuscitation and Internal Medicine; Thu Duc Regional General Hospital supports the development of trauma emergency, surgery and orthopedic specialties; and Ba Ria Eye Hospital supports ophthalmology.

Besides technology transfer, training, and remote consultation support, the Ho Chi Minh City Department of Health has chosen to implement a rotation model for medical staff, similar to the model currently being effectively applied in the Con Dao Special Economic Zone.

"Doctors, nurses, and technicians from higher-level hospitals will take turns working directly at the Ho Tram Regional Medical Center in phases, each rotation lasting one month. The rotating doctors will participate in medical examinations and treatment, as well as provide hands-on training and guidance to the local medical staff. Ten doctors and nurses from various hospitals have officially taken up their rotational assignments at the Ho Tram Regional Medical Center," Associate Professor, Doctor Tang Chi Thuong informed.

According to Associate Professor, Doctor Tang Chi Thuong, this solution was chosen because the Ho Tram Regional Medical Center currently has a shortage of personnel in several specialties, while the demand for healthcare from residents and tourists is increasing. The rotational staffing not only helps improve immediate professional capacity but also contributes to building a local medical team capable of handling specialized techniques in the future.

The program's goal is not simply to support a single medical facility, but to build a uniform healthcare network across the merged city. Residents in remote areas need access to quality healthcare services locally, reducing unnecessary referrals and easing the burden on tertiary hospitals.
