Supporting citizens in using public telecommunications services.

From 2006 to the present, the policy of providing public telecommunications services has been implemented through three programs: the Program for providing public telecommunications services until 2010 according to Decision No. 74/2006/QD-TTg; the Program for providing public telecommunications services until 2020 according to Decision No. 1168/QD-TTg; and currently the Program for providing public telecommunications services until 2025 according to Decision No. 2269/QD-TTg of the Prime Minister.

The objectives of these programs are to support the provision of public telecommunications services, support the use of public telecommunications services, and support terminal equipment for those in need. Of these, the task of supporting the use of public telecommunications services has received significant funding and has achieved some initial results.

In 2024, it is estimated that people received over 763 billion VND in support for calling emergency numbers such as the police (113), fire department (114), or ambulance (115); over 26 billion VND was spent on SMS warning services for people in emergencies or telecommunication services for disaster prevention, response, and search and rescue; over 516 billion VND was used to support poor and near-poor households in using terrestrial mobile telecommunication services and fixed broadband internet access; nearly 14 billion VND was used to provide internet access at community service points;…

However, many people do not understand the benefits they are entitled to from public telecommunications service policies, and the numerous registration procedures lead to delays in receiving support. Meanwhile, the role and responsibility of local authorities have not been adequately emphasized in implementation, and there is a lack of information to promptly resolve any problems that arise. At the same time, telecommunications companies also have to go through many procedures to settle the costs incurred in providing public telecommunications services to the people. Furthermore, some companies may risk not receiving payment if they provide services to households that have already received support from other companies.

Based on the above reality, in order to innovate the implementation methods and improve the effectiveness of supporting people in using public telecommunications services, experts propose that digital transformation in this area should be accelerated.

Vietnam needs to build digital platforms to provide public telecommunications services, connecting with local databases, the customer management platforms of telecommunications companies, and other databases such as the National Population Database, to reduce costs and procedures during implementation. In addition, localities need to carefully review and promptly update information on poor and near-poor households, reduce the time spent screening households that no longer meet the eligibility criteria, and shorten the verification time to ensure timely data availability for service providers to deliver services to eligible beneficiaries.

Some opinions also suggest that the scope of beneficiaries receiving support for public telecommunications services should be expanded to achieve the national digital transformation strategy and promote the digital economy and digital society.

Accordingly, Vietnam needs to continue deploying telecommunications infrastructure widely to remote areas, border regions, islands, and particularly disadvantaged communes. In these areas, healthcare and education also urgently need internet connectivity to serve the people, implement online teaching, or connect knowledge. Therefore, educational and healthcare facilities in disadvantaged areas should be added to the list of beneficiaries of public telecommunications services.
