The Tuyen Lam Commune Farmers' Association has over 1,500 members operating in 15 branches. To develop the economy , the association has intensified its propaganda and mobilization efforts to encourage members to boost production and business; it has also linked with businesses, banks, and credit institutions to provide capital, seeds, and high-quality supplies. In addition, the Commune People's Committee and other organizations have utilized state policies and regulations to help farmers access additional capital, plant and animal breeds, agricultural tools, fertilizers, and scientific and technical knowledge to develop their economy.
To date, the capital managed by the commune's Farmers' Support Fund has reached over 562 million VND, facilitating loans for 5 projects. The commune's Farmers' Association has also coordinated with the Social Policy Bank (NHCSXH) to implement a comprehensive range of solutions to effectively utilize preferential credit funds. Currently, the association manages 15 savings and loan groups with 599 members. The total outstanding loan balance of these groups is over 44 billion VND, with no overdue loans.
The total amount of voluntary savings mobilized by the association throughout the commune reached nearly 2 billion VND. In addition, the association also successfully facilitated loans from the Agricultural and Rural Development Bank for members to develop production and business, with a total outstanding loan balance of 65.7 billion VND for 282 members. Projects utilizing these loans in the area are proving effective, making a positive contribution to the local socio-economic development.

Thanks to the support of the Farmers' Association, the mountainous commune of Tuyen Lam now has 166 households recognized as outstanding farmers in production and business at various levels. Among them, one household has achieved the Central level of outstanding production and business, and seven households at the provincial level. The movement has seen many members who dare to think and act, applying scientific and technological advancements, transforming the structure of crops and livestock, and boldly introducing new varieties into production.
As a result, it has created jobs for dozens of workers, many households have achieved revenues of hundreds of millions of VND per year, and dozens of members have been assisted with materials and capital to rise out of poverty and become wealthy, contributing to a rapid reduction in the number of poor households in the area (currently, 12.43% of households in Tuyen Lam commune are still poor).
Mr. Dinh Xuan Niem, from Ha village, Tuyen Lam commune, shared: “Thanks to the attention of the Party committee, the government, and the Farmers' Association of the commune, I boldly borrowed capital from the Social Policy Bank to invest in planting economic forests, native forests, and fruit trees. After harvesting the acacia trees, I continued to develop livestock and poultry farming. As a result, the material and spiritual lives of my family have improved significantly.”
Mr. Niem's forestry and livestock farming model has an investment capital of over 150 million VND. Before 2020, he owned 7 hectares of land planted with acacia and native trees, 13 buffaloes and cows, and 200 free-range chickens. On average, Mr. Niem earned a net profit of about 150 million VND per year, creating jobs for many laborers in the area. Currently, Mr. Niem is elderly and no longer raises as many animals as before, but his 5-hectare forest of native trees, including green lim, dổi, and gió bầu, is still carefully tended to daily by the elderly farmer, so it is thriving and has high economic value.
Like Mr. Niem, Mr. Ho Chi Thanh, a member of the Ma Lieng ethnic group (Chut people) in Ca Xen village, also received support from the local Party committee, government, and Farmers' Association at all levels in the form of loans, agricultural tools, and seedlings to build an economic forestry and livestock farming model. Currently, he has 4 hectares of acacia plantations, 8 hectares of rice and other crops, 10 buffaloes and cows, and hundreds of free-range chickens, generating an annual income of over 150 million VND after deducting expenses.
Mr. Thanh shared: “Thanks to the support of the farmers' associations at all levels, I was able to borrow capital from the Social Policy Bank and receive training in science and technology to develop production. As a result, my family's economic situation has improved significantly, and in 2023 I voluntarily submitted an application to be removed from the list of poor households.” Not only Mr. Thanh, but dozens of other farmers in Ca Xen village have also accessed capital, received scientific and technical support, and received seedlings and livestock to develop production, resulting in a significant reduction in the poverty rate in the village.
“To help members reduce poverty and develop production and business, the association will advise the People's Committee of the commune to continue investing in the construction and upgrading of irrigation and transportation systems, thereby creating favorable conditions for people in travel, production, and forest protection. At the same time, we will provide additional support with production tools, plant and animal breeds, and build more livelihood models to help members rise out of poverty. The association will continue to support members with loans and connect them with businesses to sell their products…,” said Phan Ngoc Anh, Chairman of the Tuyen Lam Commune Farmers' Association.
