Complete the reorganization of villages and residential areas before June 30th.

According to the Ministry of Interior, provincial People's Committees are responsible for directing commune-level People's Committees to develop plans for rearranging and reorganizing villages and residential areas, to be completed before June 30, 2026.

The Prime Minister has just issued Directive No. 21 on the reorganization of villages and residential areas and the placement of part-time personnel at the grassroots level. The Directive emphasizes the principle of avoiding mechanical mergers, ensuring the stability of people's lives, and completing the reorganization before June 30, 2026.

The directive states that, after the reorganization of provincial and commune-level administrative units in 2025, the average number of villages and residential areas per commune-level administrative unit will increase significantly, creating considerable management pressure on local governments at the grassroots level. In accordance with Conclusion No. 34-KL/TW dated May 18, 2026, of the Politburo , the Prime Minister requires that the reorganization of villages and residential areas must be consistent with the scale and management requirements of a two-tiered local government system.

The implementation process must fully consider the specific factors of history, culture, customs, geographical conditions, national defense, security, and the natural cohesion of the local community. This work must be closely linked to the requirements of improving governance efficiency at the grassroots level, promoting digital transformation, meeting the demands of rapid and sustainable development, achieving double-digit growth targets, and improving the quality of service to the people.

The Prime Minister specifically noted that localities must maintain political stability and social order during implementation; proactively monitor the situation, promptly handle emerging issues, and prevent hotspots and complex incidents at the grassroots level. The selection and nomination of part-time community workers in villages and residential areas should prioritize individuals with prestige, good health, dedication, and competence; gradually rejuvenate the workforce, improve their proficiency in information technology, and enhance their community management skills.

Detailed implementation roadmap for the People's Committees of provinces and cities.

To ensure consistent, synchronized, and effective implementation nationwide, the Prime Minister assigns the People's Committees of provinces and centrally-administered cities the task of completing the following tasks according to the strict timelines:

- Before May 31, 2026: Termination of activities for part-time community-level officials.

- Before June 10, 2026: Urgently organize a comprehensive review of all villages and residential areas in the locality; develop a comprehensive plan for rearranging and reorganizing villages and residential areas (including a plan for personnel restructuring and policies to support redundant personnel) and report it to the Party committee at the same level before issuance.

- Before June 30, 2026: Direct the People's Committees at the commune level to develop a plan for reorganizing villages and residential areas; organize public consultations and submit the plan to the People's Councils at the commune level for approval. Simultaneously, complete the comprehensive plan for the placement, utilization, and resolution of benefits and policies for part-time officials at the commune level.
-Before July 5, 2026: Submit a comprehensive report on the implementation results to the Prime Minister.

Strict reporting regime: Provincial and city People's Committees shall periodically report on the progress and results of implementation to the Prime Minister (via the Ministry of Interior and the Government Office) every Friday. The Ministry of Interior is responsible for compiling the situation every Monday to report to the Central Party Secretariat.

According to a report by the Ministry of Interior, significant results have been achieved in the reorganization of villages and residential areas, reducing the number from 136,824 in 2015 to 89,574 in 2025. However, many villages and residential areas still do not meet the criteria regarding the size of households as stipulated in current regulations, and the situation is uneven across different regions. This is after the reorganization of provincial and commune-level administrative units in 2025.

Regarding the team of part-time community workers (PMCs) in villages and residential areas, as of December 2024, there were 271,945 PMCs nationwide. After the restructuring, 268,722 people are still being assigned and receiving allowances according to current regulations. The state budget spends approximately 943 billion VND/month (equivalent to about 11,316 billion VND/year) on allowances for this team.

According to the guidelines of the Ministry of Interior, provincial People's Committees are responsible for reviewing and issuing a comprehensive plan for the rearrangement of villages and residential areas in their localities; and directing commune-level People's Committees to develop a plan for the rearrangement and reorganization of villages and residential areas, to be completed before June 30, 2026.
