Actively implementing the development of a new preschooleducation program
Reporting on the progress of the implementation of the plan to build the new Preschool Education Program, Mr. Nguyen Thanh De, Director of the Department of Preschool Education, said:
In 2020, the plan and focus of the orientation for building the new Preschool Education Program after 2020 were issued.
In 2022, issue a plan to implement activities to develop and promulgate a new preschool education program (pilot for 1 school year).
In 2023, issue a plan to implement activities to develop and promulgate the new Preschool Education Program (pilot adjustment to 3 school years) and detailed activities for each transition year from 2022-2028.
In 2024, issue a plan to implement activities to develop and promulgate the new Preschool Education Program for the period 2024 - 2030; supplement the assessment of the current Program; independently evaluate the pilot and direct and guide the implementation of the new Preschool Education Program; supervise and support training in localities. The above plans all have specific presiding and coordinating units for each task.

The Department of Preschool Education and the Program Development and Compilation Board (Vietnam Institute of Educational Sciences ) presided over and coordinated the assigned tasks, including: Evaluating the current Preschool Education Program; orienting the compilation of the Preschool Education Program; compiling the draft Preschool Education Program; testing and adjusting the draft Program; appraising and promulgating the Preschool Education Program; piloting the new Preschool Education Program.
Regarding the development of the National Assembly's Resolution on the innovation of the Preschool Education Program, Mr. Nguyen Thanh De informed: Implementing Decision No. 150/QD-TTg of the Prime Minister promulgating the 2025 Work Program, the Department of Preschool Education completed the development of the draft Resolution dossier according to regulations; drafted the drafts, sent them to the Government's Electronic Information Portal, the Ministry of Education and Training , and sent them to 10 ministries, branches, and the People's Committees of 63 provinces and cities for comments; received, explained, adjusted, and completed the dossier to send to the Ministry of Justice for appraisal.
The Ministry of Justice has issued an appraisal report dated June 26, 2025 on the draft Resolution's dossier on the necessity of promulgation, legality, and consistency with the legal system.
On June 27, 2025, the Ministry of Education and Training submitted a report to Deputy Prime Minister Le Thanh Long proposing to remove the task of developing this Resolution from the 2025 Work Program. A number of policies on children, staff, and facilities in the draft Resolution have been and are being included in the Law on Teachers, the Law on Children; the draft Law amending and supplementing a number of articles of the Law on Education; the Resolution on universalizing preschool education for preschool children from 3 to 5 years old; Decree No. 105/2020/ND-CP ... and other related documents. Specific contents on innovation will be included in the draft Preschool Education Program according to the process of developing and issuing Circulars under the authority of the Minister of Education and Training.

7 basic new points
Reporting on the process and results of building the new Preschool Education Program, Mr. Le Anh Vinh, Director of the Vietnam Institute of Educational Sciences, said:
The draft of the new Preschool Education Program has been developed from 2022 to present in accordance with the procedures of Circular No. 49/2020/TT-BGDDT and the direction of the Ministry's leaders. After many consultations with experts and localities and receiving and editing comments from the Appraisal Council, the draft Program is now basically completed, with the following new points:
Firstly: Approaching capacity based on social-emotional factors, laying the foundation for the formation and development of core values of Vietnamese people; expressed through goals, expected results, content, methods, forms of organizing educational activities, and assessing children's development.
Second: Rights-based approach, ensuring quality, equity, inclusion, equality and respect for children's differences; educating children with special needs, language development (paying attention to children's mother tongue) in building and developing the preschool education program.
Third: Empower educational institutions and teachers in developing educational programs on the basis of ensuring flexibility, suitability to children's developmental characteristics, physical facilities, living environment, and local cultural identity, and enhancing the rights and autonomy in developing educational programs of educational institutions.
Preschool education facilities and teachers are proactive in choosing the content, methods, and forms of organizing nurturing, care, and education activities to meet the goals and requirements of the school's education program.

Fourth: Regulations on organizing the living regime for children in the Program ensure that it is suitable for the development of preschool children and the working regime of the team according to the provisions of the Labor Code. Overcoming some limitations of the current Program, supplementing regulations on conditions to ensure the implementation of the new preschool education program.
Fifth: Children are the center of the educational process, the subject of activities and communication. Children learn through play and experience appropriate to the main activities of each age group. Educators are the ones who support children to develop in a safe, friendly, emotional and meaningful environment.
Sixth: Linking with the 2018 General Education Program; including new/advanced educational content and methods, suitable for practical conditions. Personalizing the educational process, focusing on developing children's health, physical fitness, emotional and social skills, and harmony with nature.
Seventh: Expanding opportunities for participation and responsibility of families and communities in implementing preschool education programs.




Complete procedures to ensure progress and quality
At the meeting, members of the Steering Committee and the Drafting Committee exchanged and discussed issues related to the draft Preschool Education Program, guidelines for implementing the Program... In particular, many opinions were concerned about the transition from content-based approach to competency-based approach; choosing between the terms "expected results" and "requirements to be achieved" in building the Program...
The above contents were discussed again by the Minister in his concluding remarks; the general requirement is to have a coherent and convincing explanation of the selected terminology and to have quantification.
The Minister requested the Drafting Committee to review the draft of the new Preschool Education Program in the spirit of being suitable for the implementation conditions, but also having a more far-reaching goal; in line with the Resolution on universalizing preschool education for children from 3 to 5 years old and the policies of the Party, State, Government... Along with the draft Program, continue to complete all relevant documents, accompanying documents (the output matrix is established as an appendix to the Program) and develop a plan to implement the new Preschool Education Program.
